Part I - Committee of the Whole Workshop.
A. Good of the Order. At 17.34, Mayor Pro Tempore Amy McHenry called the Committee
of the Whole Workshop to order and welcomed all attendees.
B. Review of Regular Meeting Agenda. Mayor Pro Tempore McHenry asked members
present if they had any proposed changes to the regular meeting agenda. There was no
response.
C. Update on the Municipal Financial Plan. City Administrator Cynthia McNabb
introduced Katherine Goetz and Ariel Hse from BERK Consulting, who presented on the
current financial situation and proceeded to discuss the financial health of the City. They
answered questions from different members of Council and moved to end their
discussion after answering all their questions.
D. Policy Update on DMC § 14.08—Permit Processing. Senior Planner Troy Davis
presented on the current permit processing and indicated that changes to the municipal
code would be needed to adhere to current law. He highlighted a timeline for this and
provided information related to the challenges being faced to do this. He concluded his
presentation after answering questions from the Council.
E. Washington Collaborative Elected Leaders Institute Update. Mayor Pro Tempore
McHenry and Councilmember Mercer informed Council about an event they attended,
what was involved in this training and other relevant information about it.
F. City Administrator’s Update. City Administrator Cynthia McNabb took this
opportunity to present updates related to different projects and important milestones.
She was joined in this presentation by Director of Public Works Steven Leniszewski,
who presented about different Public Works updates.
G. Adjournment. Having concluded all business, the Committee of the Whole adjourned
at 18.51.
Part II - City Council Regular Meeting.
A. Call to Order and Flag Salute. At 19:01, Mayor Pro Tempore McHenry called the
meeting to order and welcomed all Councilmembers, staff, and members of the public
present. The Pledge of Allegiance followed.
B. Roll Call. At the request of the Mayor Pro Tempore, Deputy City Clerk Kelsey MacDonald
called the roll. The only absence was that of Mayor Ockerlander.
C. Additions and Corrections to the Agenda. Mayor Pro Tempore McHenry asked
Councilmembers to review the agenda and called for amendments. She brought to the
Council’s attention that since the City Administrator Update was already presented
during the Committee of the Whole Workshop, it should be removed from the regular
Council Meeting agenda. Hearing no other suggested changes, she then requested a
motion to adopt the meeting agenda. Councilmember Supple moved to approve the
agenda, and Councilmember Mercer seconded the motion. There was no opposition.
D. Proclamation. Deputy City Clerk Kelsey MacDonald read the proclamation for
Hispanic Heritage Month, whilst City Clerk John Botero read it in Spanish. Mayor Pro
Tempore McHenry read the proclamation for National Suicide Prevention Week.
E. Comments from the Audience. Mayor Pro Tempore McHenry invited public
members wishing to speak to Council to the podium. One member of the public
participated.
F. Consent Agenda. The Mayor then asked for a motion and a second to approve all the
items under the consent agenda, namely:
1. Payroll and Claims Approval for $ 251,384.09
2. Approval of Meeting Minutes from the August 20, 2024, Council Meeting
Councilmember Shaffer moved to approve the items under the consent agenda, which
Councilmember Mercer seconded. The motion carried with full support from all
Councilmembers.
G. Scheduled Items
1. Mayor’s Report. Mayor Pro Tempore McHenry mentioned there won’t be a
Mayor’s Report as Mayor Ockerlander is unwell and absent.
H. Closed Session under RCW 42.30.140 (4)(a). Mayor Pro Tempore McHenry called
the closed session to order at 19.16, and all Councilmembers retired from Council
chambers. They returned from closed session at 19.47.
I. Adjournment. Having concluded all the business for the meeting, Mayor Pro Tempore
McHenry adjourned at 19.48.

speaking duration, while representatives of organizations may address the Council for up to five minutes. Before
presenting, kindly disclose your full name and city of residence. It is strongly advised by the City to submit verbal
comments in written form to expedite subsequent correspondence. Written comments must be received by the City
Clerk's office by noon on the meeting day, addressed to PO Box 1300, Duvall, WA 98019, or deposited at the City Hall
drop box located at 15535 Main Street NE or by e-mail. Please be aware that the City Council, its Boards, and its
Commissions solely entertain public comments from attendees present at the meeting in person. The Council does not
accept handouts or printed material during public commentary sessions. Information intended for the Mayor or the
City Council shall be directed to the City Clerk, who will disseminate it following the submitter's instructions. Upon
receipt, the City Clerk will receive written public comments and subsequently furnish them to the City Council or the
relevant Board or Commission. However, it’s important to note that written comments will not be orally presented
during the Council or applicable Board or Commission meetings. Any written comments received after the noon
deadline for written comments will be shared with Council at the next Council meeting as part of the City Clerk’s report.
