June 27, 2013 – 6:00 p.m.

Councilmember Collinwood called the meeting order at 6:04 p.m.

Staff present: Deputy City Clerk Jodi Lee Wycoff, Finance Director Jill Long, Associate
Planner Ben Swanson, Public Works Director Steve Leniszewski, Police Chief Glenn Merryman
Sign Code Update & Report – Ben Swanson
Ben Swanson, Associate Planner, handed out and reviewed a staff memo regarding the new sign
code and suggested amendments that Staff and Planning Commission are recommending. Most
of the recommendations are just clarification and cleanup of the code. Ben said that overall
complaints regarding the new sign code have been minimal. They have received numerous
requests regarding event banners being allowed in locations other than the two that are in the
code. Planning staff is working with property owners at Duvall Commons to see about adding
that location as an option for event banners. Ben also said that the majority of the time spent on
the new sign code in the last six months has been just educating people about the new
regulations.
2nd Budget Amendment Ordinance – Jill Long
Jill Long, Finance Director, reviewed the ordinance that was in the packet. She said there are six
items listed in the amendment and reviewed each one with Council.
Amend DMC 9.06.120 allowing for Storm Drainage Acreage Charges be set by Resolution
– Jill Long
Jill Long, Finance Director, explained that this is mainly a housekeeping item. She said that the
Storm Drainage Acreage Charges were originally set by resolution but due to some code changes
a few years ago, it was accidently removed from the code. She also explained that this is how all
of our other fees are set.
Police Services Contract – Mayor Ibershof
Mayor Ibershof handed out and reviewed a letter to Carnation City Administrator explaining that
Duvall is putting them on official notice that they may terminate the Police Services Contract. He

also handed out and reviewed the resolution that will be brought to tonight’s Council meeting for
approval.
Councilmember Cattin expressed his concern about the Police not having a presence at Tolt
Middle School and many Duvall residents have children that attend that school. Chief Merryman
explained that the School District can choose to create a relationship with the Police Department
separate from City of Carnation. He also explained that Police Services and Police Programs,
such as DARE, are different issues.
Councilmember Nixon said she would like the increase in mutual aid addressed in the resolution.
Regional Committee Reports (Due to time available, reports were moved to the Committee of
the Whole meeting)
Councilmember Collinwood said that the National League of Cities (NLC) conference will be in
the Seattle area this year November 13th through 16th. He said it is a great opportunity for
Council to attend. He said they need to decide if each person is going to pay for themselves or if
they are going to allocate funds from elsewhere in the budget to pay for attendees. He said that
new attendees to get a lower rate. They need to decide if they want to pay the NLC membership
dues.
