CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES August 22, 2013 – 6:00 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 6:05 p.m. Council present: Gérard Cattin, Leroy Collinwood, Becky Nixon, Scott Thomas, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Public Works Director Steve Leniszewski, City Clerk Jodee Schwinn International Fire Code Adoption Update – Steve Leniszewski Steve explained that the City of Duvall is required at a minimum to follow some codes that are adopted by the State, including the International Fire Code. The City of Duvall Municipal Code needs to be updated to reflect adoption of the most current State Codes. The ordinance updating the Duvall Municipal Code will be brought forward at the next City Council Meeting. Cherry Valley Sidewalk Phase 2 Improvements - Wall Face Design – Steve Leniszewski Steve shared four options for the design and construction of the retaining wall that will be built along Main Street in the north area of downtown. The Council was in agreement with staff’s choice of constructing Option “D” for the retaining wall. City Council Meeting Absence Policies – Mayor Pro Tem Jason Walker Mayor Pro Tem Walker explained that there had been some concern regarding the Council Attendance Policy. Council discussed the existing policy. It was decided to add categories that would be considered excusable absences, and that the category would be included on the agenda when a motion to excuse a councilmember’s absence from a meeting is on the consent agenda. Proposed categories provided by Mayor Pro Tem Walker were City Business, Illness, Family Issue, Scheduled Vacation. Duvall City Council Municipal Bond Letter The City Council was in agreement with the content of the letter that was to be sent out to each of the City’s legislators regarding the proposal to alter the tax treatment of Municipal Bonds. Each Duvall City Council Member signed the letters that were to be mailed out to Senators Patty Murray and Maria Cantwell, and to Congresswoman Suzan DelBene. Staff Report – Steve Leniszewski, Public Works Update Steve announced that he spoke with the Duvall Post Office earlier in the day and they shared that they have been given a five-year lease extension at their current location with the monthly rental term that will allow them to stay in that building for the foreseeable future. He also reported that the City is working on finalizing a map that will show where possible marijuana dispensaries would be allowed within the Duvall City Limits. Steve also gave an update on the proposed Big Rock Road Sewer Project. He would like the Council’s support in obtaining a pre-estimate for Committee of the Whole – August 22, 2013 this proposed project, before deciding whether or not the City will need to secure additional funding for this project such as moving forward with a bond issue. Council agreed that it was a good idea to get a pre-estimate for the project. Council Updates Mayor Pro Tem Walker announced that there is a free training opportunity pertaining to Planning and the Growth Management Act. It is being presented by the Cities of Sammamish and Snoqualmie, but all the Valley Cities are invited to attend. He also said that the Planning Association of Washington is offering a “Land Use Boot Camp” training. This one-day training is $85, is more intensive, and earns Municipal Leadership Credits. He also reported that Jill Long, City Finance Director, is working on the draft 2014 City Budget. He asked Council to be thinking about what kind of travel and training may be valuable for Councilmembers to attend and to take that into consideration when budgeting for 2014. Councilmember Ockerlander said that depending on what happens with the Duvall Visitor Center next year, she’d like to look at possibly moving the location of the City Council Meetings to the Visitor Center since it is a city owned facility and would be free space. She commented that it would also allow the City Council Meetings to run longer because there wouldn’t be the current time constraints that there are at the current City Council Meeting Chambers.
