CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES September 12, 2013 – 6:00 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 6:00 p.m. Council present: Gérard Cattin, Leroy Collinwood, Becky Nixon, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Police Chief Glenn Merryman, City Engineer, Boyd Benson, City Clerk Jodee Schwinn Redmond Dispatch – Chief Merryman Chief Merryman introduced City of Redmond Commander Erik Scairpon. Commander Scairpon gave an update on an assessment that was recently completed by a consultant for a countywide Public Safety Answering Point (PSAP) consolidation assessment. This assessment looked at consolidating the County’s current 911 system. The consultant was asked to assess all the factors of the existing 911 system, and the upcoming and more costly Next Generation 911 (NG9110) system and to recommend the best PSAP configuration for King County. He provided some handouts which included two recommended models from the consultant. Commander Scairpon asked that if any of Duvall’s elected sit on any regional boards or committees, to please ask questions and be thorough in considering what they are being presented when making a decision on the future of the County’s 911 system. Amended ILA with the City of Carnation for Police Services – Mayor Ibershof Mayor Ibershof gave an update on the proposed ILA with the City of Carnation for Police Services. Council had some concerns regarding how many officers a call to Carnation really takes away from Duvall’s coverage. They also wanted to be sure that Duvall is receiving fair cost recovery from the additional time officer may be required to spend responding to incidents in Carnation. City Attorney Rachel Turpin said she will make some revisions to the contract to clarify some of Council’s concerns. Mayor Ibershof said he will be taking the proposed contract back to Carnation for their consideration. He is planning to bring it back for consideration by the City of Duvall in October.
