CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES September 26, 2013 – 6:00 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 6:02 p.m. Council present: Gérard Cattin, Amy Ockerlander, Becky Nixon, Scott Thomas, Gary Gill, Jason Walker (Absent: Leroy Collinwood) Staff present: Deputy City Clerk Jodi Lee Wycoff, Finance Director Jill Long, City Engineer Boyd Benson, Police Chief Glenn Merryman Current Revenue Report – Jill Long Jill Long, Finance Director, gave a PowerPoint presentation showing the current revenue report for 2013. Jill said that revenues are on track with the budget. She went over revenues for the various funds. She also reviewed property tax, sales tax, REET, and impact fee revenues. Draft Budget to Council – Mayor Ibershof & Jill Long Mayor Ibershof and Jill Long gave a PowerPoint presentation reviewing the proposed 2014 budget. The goals for this budget cycle are to maintain the current level of service, make the right investments into our infrastructure, be conservative with revenue estimates, and have the ending fund balance grow as we close out 2013. Jill reviewed some specific items to be included in the 2014 budget and some of the assumptions made while creating the budget. Mayor Ibershof and Jill requested Council to review the entire budget and bring questions to the upcoming special budget meetings. The next budget meeting is Thursday, October 3rd. ILA with AWC for the Employee Benefit Trust for the Employee Health Care Program – Jill Long Jill Long, Finance Director, said that the City goes through Association of Washington Cities (AWC) for medical insurance. She said that effective January 1, 2014, AWC will be self-insured. This is why we will see no increase in insurance rates for 2014. We must have an Interlocal Agreement (ILA) in place by November 15th in order to participate and the resolution to approve the ILA will be on the next agenda. Contract Amendment with SDA for the Big Rock Road Sewer Project – Boyd Benson Boyd Benson, City Engineer, said that the original budget for this contract was $121,500 and this amendment would add an additional $10,000 for traffic control and project efficiencies. He said that staff recommends this amendment and feels that it is worth the extra money. Committee of the Whole – September 26, 2013 Contract Amendment with SDA for the Cherry Valley Road/Main Street Roadway Construction Design – Boyd Benson Boyd Benson, City Engineer, said that the original contract was for $57,000 and this amendment is for an additional $17,000 for the wall design and traffic control. He said that the contractor has been working with Washington State Department of Transportation (WSDOT) extensively on this project. WSDOT has been very responsive, but it has taken a lot of time. Duvall Reservoir Improvements – Boyd Benson Boyd Benson, City Engineer, said that this project is funded in our current budget. The cost is $50,639 and the primary objective is to clearly identify the necessary improvements for each reservoir site. It combines four CIP projects into one evaluation.
