COMMITTEE OF THE WHOLE MINUTES
October 10, 2013 – 4:30 p.m.
Duvall Fire Station – 15600 – 1st Avenue NE
Mayor Pro Tem Walker called the meeting order at 4:30 p.m.
Council present: Leroy Collinwood, Scott Thomas, Becky Nixon, Gary Gill,
Amy Ockerlander, Jason Walker (absent: Gérard Cattin)
Staff present: Steve Leniszewski, Jill Long, Lara Thomas, City Attorney Kari Sand,
Jodee Schwinn
Budget Workshop Finance Dept. – Jill Long, Finance Department
Finance Director Jill Long explained that this Budget Workshop was to focus on the Finance and
Planning Departments. She distributed the Finance Department’s preliminary budget for 2014.
She explained that the budget process is governed by State RCW. The City’s Preliminary
Budget must be filed by November 1st. She encouraged all Councilmembers to contact staff with
any questions that they have regarding any of the budget items. She also reported that the Police
Department Budget will not be available until the October 24th City Council Meeting.
Budget Workshop Planning Dept. – Lara Thomas, Planning Department
Planning Manager Lara Thomas presented the Planning Department’s preliminary budget. Lara
reviewed the line items and answered questions from Council pertaining to the budget
worksheets.
Financial Advisor Recommendation – Jill Long
Finance Director Jill Long gave an update on the Request for Proposals for selecting the City’s
Financial Advisor. The City of Duvall received two proposals. She explained the RFP process
and the evaluating factors that were taken into consideration. The criteria that was looked at was
compliance, experience, references, and cost. She said that both companies met all the criteria
and are qualified, well known firms that have each been in business for over 60 years. Their fees
are almost identical. She said the City has worked with Jim Nelson in the past and he was the
with the firm that helped the City of Duvall achieve its AA rating. Staff’s recommendation is
Jim Nelson.
Willows Ridge Lot 21 Final Plat – Steve Leniszewski
Public Works Director Steve Leniszewski explained that both Willows Ridge Lot 21 and Lot 22
will be coming forward to Council for approval in October and November. These new
development projects are on a very tight timeline to finalize both Lots. He explained the Final
Plat process, and said he is presenting both Lot 21 and Lot 22 together at the Committee of the
Whole so that when it is time for Final Plat approval, each lot will be ready to go straight onto
the City Council Meeting agenda for approval.

Bond Reimbursement Resolution – Jill Long
Finance Director Jill Long explained the reasoning for the Bond Reimbursement Resolution.
She emphasized that all debt must still be approved by the City Council, she just wants to be sure
the mechanism is in place to begin the process should the need ever be there. This Resolution
would also allow the ability to fold the preliminary costs into a future Bond Issue.
