CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES November 14, 2013 – 4:30 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 4:30 p.m. Council present: Gérard Cattin, Leroy Collinwood, Scott Thomas, Becky Nixon, Amy Ockerlander, Jason Walker (absent Gary Gill, Mayor Ibershof) Staff present: Steve Leniszewski, Carey Hert, Jill Long, Lara Thomas, City Attorney Rachel Turpin, Jodee Schwinn Introduction of the Ordinance fixing the amount of the Annual Ad Valorem Property Tax Levy for the Year 2014. – Jill Long, Finance Department Finance Director Jill Long introduced the Ordinance for the 2014 Property Tax Levy. This Ordinance will be brought forward at the November 26th, Committee of the Whole and Council Meetings. She explained that the property tax rate is not being raised. It will remain the same. Social Media Policies – Councilmember Amy Ockerlander Councilmember Ockerlander distributed two draft Social Media Policies for review and future discussion. One policy was creating a “Council Social Media Ombudsman.” The second policy was creating a “Use of Social Media by City Councilmembers” policy. Duvall Village – Thayer Barn – Lara Thomas Lara Thomas, City Planning Manager, presented a Powerpoint Presentation on the history of the Duvall Village property and the Thayer Barn. She explained that the project has once again become active after several years. Lin McBride, past president of the Duvall Foundation for the Arts (DFA), explained the involvement of the DFA in the Barn Project, and also the huge community effort and interest that there was, and still is, for the Thayer Barn and a performing arts center. Kim Piira, President of the Duvall Foundation of the Arts, said their mission is to provide arts and arts education to the lower Snoqualmie Valley. They also put on a number of community events. She said they have a very small budget of about $30,000, but they still have the $100,000 that was raised for the Thayer Barn and is specifically ear-marked for a performing arts center. She invited anyone to call her any time with questions. Lara Thomas, City Planning Manager, said discussion will continue at the regular Duvall City Council Meeting following the workshop, and staff will provide a few options for the City Council to consider and will be looking for direction from the Council.
