CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES January 23, 2014 – 5:30 p.m. **Meet at City Hall for tour** Duvall Fire Station – 15600 – 1st Avenue NE Council met at City Hall at 5:30 p.m. to take a brief tour of the facility. Mayor Pro Tem Walker called the meeting order at 6:03 p.m. Council present: Dianne Brudnicki, Amy Ockerlander, Becky Nixon, Scott Thomas, Gary Gill, Jason Walker, Leroy Collinwood Staff present: Deputy City Clerk Jodi Lee Wycoff, Finance Director Jill Long, Public Works Director Steve Leniszewski, City Engineer Boyd Benson, Project Manager Shaun Tozer, Planning Manager Lara Thomas 4th Quarter Investment Report & Preliminary 2013 Year-end Financial Report – Jill Long Jill Long reviewed the investment reports that were in the packet. She said that they received more interest than what was budgeted even though interest rates are still low. Jill then handed out and reviewed a report showing the actual 2014 beginning fund balances compared to what was budgeted. She said that the City finished 2013 in good shape with more revenues than budgeted. Jill said that they will bring a budget amendment to Council in February that will reflect what they actually started with in 2014. Next Jill handed out and reviewed a report showing the 2013 ending balance for the general fund and a revenue versus expenses report by account type for 2013. She said that they do expect to spend down more of the fund balance in 2014 but that will not affect the reserves. Lastly, Jill updated Council on the report from the King County Assessor’s office regarding the levy funds from the Fire Department. The City will not receive those funds after all. She said it was not money that was expected so this change does not affect the budget in any way. Main Street South Sidewalk Project – Shaun Tozer, Boyd Benson Shaun Tozer showed a PowerPoint presentation about the Main Street South Sidewalk Project. He gave a status report on the project including environmental studies and surveys. He said that partnering with WSDOT on this project will save the City a lot of time and money. WSDOT plans to go to bid for the project in the fall of 2014 and begin construction in 2015. Their main piece will be the culvert at Coe-Clemons Creek which includes moving the utilities in the area. Shaun then showed various concept drawings of the project including the bridge piece that would run over Coe-Clemons Creek. Boyd Benson, said that the City is working on an agreement with WSDOT to complete design and permitting of the City improvements in exchange for Duvall completing the sewer bypass Committee of the Whole – January 23, 2014 during construction. Councilmember Ockerlander said they are working at the State level to secure funding and she is proposing that they hire a lobbyist next year to help secure those funds. Shaun said that he will be presenting these design concepts at the open house next week. He asked Council if they felt Staff was on the right track with the project. There was general consensus that yes, they like the direction the project is going. Regional Water Use Efficiency Goal 2013-2018 – Boyd Benson Boyd Benson explained that the Federal Safe Drinking Water Act seeks to assure safe and reliable public drinking water and to protect public health and water systems. The State Legislature enacted law authorizing the Department of Health to establish rules for water use efficiency. Boyd said that Duvall complied with the pre-existing Regional Water Conservation Goal to achieve an overall water savings of 1% of water consumed annually. The updated Goal seeks to reduce water consumption even more. The City has to adopt the goal per WAC and staff recommends implementing the goal. Boyd then answered questions from Council regarding the City’s water system. He said that we have a very sound system and we have less than 10% loss, which is right on target. Watershed Plan Contract – Lara Thomas Lara Thomas said that there were two responses to the Request for Proposals. They are interviewing the applicants next Monday and hope to have a decision by Wednesday. She will bring their recommendation to Council at the next meeting for review. She said the contract will not exceed the grant that they received for the Watershed Plan. Lara reviewed some of the projects that are impacted by the plan. One of the bigger items is that they will be looking at the City’s Urban Growth Area which the City currently has no environment information on. She said that they will need a technical committee for the Watershed Plan at some point and there will need to be Council representation on the committee. Duvall Visitor Center Lease Agreement – Steve Leniszewski Steve Leniszewski said that we received one application from a combination of five groups. They are not proposing much in the way of revenue. They are working on getting either leases or memos of understanding between the City and each of the groups. Good of the Order – Council Mayor Pro Tem Walker said that there may be an update at the next meeting about the Thayer Barn issue. He also said that there was a draft agenda for the Council retreat in the packet and asked Council to review it and let him know if they would like to add anything. He also asked Council to email City Clerk Jodee Schwinn in advance with their priorities for 2014 so they can create a list to be reviewed at the retreat.
