CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES February 13, 2014 – 5:30 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 5:30 p.m. Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Carey Hert, Jill Long, Lara Thomas, Boyd Benson, Jodee Schwinn Introduction of the Budget Amendment – Jill Long Finance Director, Jill Long, introduced the Budget Amendment Ordinance. She reviewed the amendments with Council. She asked Councilmembers to contact her if they have further questions or need any clarification. Kovach Architects – Steve Leniszewski Public Works Director Steve Leniszewski introduced the contract with Kovach Architects for the Police Sally Port Design. Impact Fee Ordinance – Lara Thomas Planning Manager, Lara Thomas, explained that staff will be modifying the Duvall Municipal Code pertaining to the collection of impact fees per the request of the City Attorney. Staff will also be working with the School District to rewrite and update the 1999 Interlocal Agreement to be consistent with the revisions. She said staff is watching the 2013 Legislative Session carefully as House Bill 2498 is also related to this item. Capital Facilities Element update – Boyd Benson & Ben Swanson City Planner, Ben Swanson, and City Engineer, Boyd Benson, gave an overview on the proposed amendments to the Capital Facilities Element. Councilmember Jason Walker asked staff to make some specific text edits to the document including more generalized statements. Those changes were noted by Boyd Benson. Government Facilities – Mayor Ibershof/Steve Leniszewski Mayor Ibershof said that he and Steve are requesting Council to serve on an Ad Hoc Council Committee to take a look a look at government facilities overall. Councilmembers Nixon, Thomas, and Brudnicki agreed to serve on that Ad Hoc Committee. Good of the Order - Council Committee of the Whole – February 13, 2014 Councilmembers gave their input on items that they would like added to the ongoing parking lot list to have addressed in the future. Those items included: hiring a consultant for the City’s government facilities plan, study traffic flow up the hill around the area of Stephens Street to 275th Avenue NE, and changes to stop signs and traffic flow especially around the area of Stephens St. to 275th, a city program of public/private partnerships for sidewalk installation and repairs in neighborhoods that don’t have sidewalks and for neighborhoods with sidewalks in need of repair, HB1632 related to allowing ATV Trails and 4-wheelers on city streets at reduced speeds and with the proper equipment and licenses, the infrastructure of the roads within the City of Duvall and its roads program, the City will need to look at funding road infrastructure and also look into possibly creating a Transportation Benefit District in the City, more discussions on economic development, fiber options and internet speeds within city limits, set aside time for open council discussions at every single council meeting, look into the feasibility of creating a Municipal Parks District, consideration of an abandoned buildings ordinance in Duvall and in close proximity to Duvall such as the old Polar Panels property and building, developing policies on door-to-door solicitors and requiring background checks on every single solicitor that comes to Duvall to do business. I.T. Computer Support Specialist – Steve Leniszewski Public Works Director, Steve Leniszewski introduced the IT Computer Support Specialist position. Council discussed the position and the need for an additional part-time IT person. Council emphasized that they would like to see the 5-year IT Plan. This item will be brought forward at the next City Council Meeting for additional discussion. He will present the 5-year Plan update at the next Committee of the Whole workshop.
