CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES February 27, 2014 – 5:30 p.m. Duvall Fire Station – 15600 – 1st Avenue NE Mayor Pro Tem Walker called the meeting order at 5:30 p.m. Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Carey Hert, Jill Long, Lara Thomas, Boyd Benson, Shaun Tozer, Shelley Rowe, Jason Ladwig, Kass Holdeman, Jodi Lee Wycoff Wellness Committee Program Overview – Shaun Tozer, Shelley Rowe, Jodi Lee Wycoff Shaun Tozer, Wellness Committee Chair, gave a PowerPoint presentation explaining what the Wellness Committee does for the City, an overview of Wellness programs for 2013, and plans for 2014. 2014 Community Event Grant Funding Recommendations – Kass Holdeman Cultural Liaison/Community Coordinator, Kass Holdeman, said that the Ad-hoc committee met a couple weeks ago to go over the applications for Community Event Grants. She reviewed the Committee’s recommendations. DCC Cultural Commission Budget Note Clarification – Kass Holdeman Kass Holdeman asked Council for clarification on the budget note that was passed with the original 2014 Budget. She asked Council what they are looking for when they say “increase non- city non-grant…” Council said they would like to see DCC look at other revenue options like corporate sponsors and donations. Council also asked that they use an economic development multiplier when creating the reports to determine what the economic value is to the City for having these events – to see what the return on their investment is. Council said they would like to see a comparison on how much it costs per attendee versus how much economic development value per attendee. IT Workplan – Jason Ladwig IT Manager, Jason Ladwig, gave a PowerPoint presentation reviewing the 5-year IT plan, what has been completed on the plan, what is currently being worked on, and what projects in the plan will never really have an end date because of their nature (ie. Criminal Justice Information Services Requirements). He went over the 2014 budgeted 5 year plan items. Jason explained that some of the items in the plan are not being worked on right now because either the funding is not there or some items are further out in the plan. He handed out and reviewed a matrix of the various services that the IT Department handles. Jason then went over what is preliminarily Committee of the Whole – February 27, 2014 planned for the 2015 budget. Lastly, Jason answered questions from Council including the need for another staff member in IT and what his recommendations are moving forward. Good of the Order - Council Mayor Pro Tem Walker said that the local group that wants a community pool will be at the next COW meeting. He also reminded Council to retain their agenda packets because if an item has already been presented, the supporting documents will not necessarily be in every packet in order to save time and money. Councilmember Thomas requested that WAVE Broadband come to a meeting to give a presentation and answer questions. He said the service is lacking and he is hearing a lot of complaints about it, especially the internet side of the service. Councilmember Thomas also reported that he met with King County Councilmember Kathy Lambert about the danger of the limbs hanging over Woodinville-Duvall Road. He said Council may want to write a letter of support requesting that the limbs be trimmed back for safety reasons.
