COMMITTEE OF THE WHOLE MINUTES
March 27, 2014 – 5:30 p.m.
Duvall Visitor Center – 15619 Main St. NE, Duvall
Mayor Pro Tem Walker called the meeting order at 5:30 p.m.
Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon,
Gary Gill, Amy Ockerlander, Jason Walker, Mayor Ibershof
Staff present: Steve Leniszewski, Carey Hert, Lara Thomas, Boyd Benson,
Jodee Schwinn
Saving an American Icon: The Thayer Barn Project – Bill Connors
Bill Connors gave a presentation on what they are proposing for the Thayer Barn. He presented
information on what they have accomplished so far, and what they foresee the future of the
Thayer Barn to be. He also provided examples of the distinguishing benefits and what other self-
sustaining successful community barn facilities around the state and the country have
experienced. Mayor Pro Tem Walker asked Council to follow up directly with Bill Connors if
they have any questions.
Government Facilities Ad Hoc Committee Update – Councilmember Scott Thomas
Councilmember Scott Thomas provided an presentation and udpate on the work and review that
the Government Facilities Ad Hoc Committee has been working on. Recommended properties
for liquidation and that do not meet the City’s goals and objectives related to the current or long
term needs of the community included the W.R.E.C.K. Center and the Valley Tech Center. The
Committee is also recommending that a potential new City Hall/Community Center be located
off of Big Rock Road on the parcel of land that belongs to the City in the currently undeveloped
property area of the Toll Brothers/CamWest property. The Government Facilities discussion will
continue under New Business at the regular City Council Meeting following the Committee of
the Whole Workshop. Steve Leniszewski emphasized that if there is a certain direction the City
Council wants to go, that it needs to get added to the Capital Facilities List. He said that staff will
need that direction soon.
GeoEngineers – Taylor Park Wall Design – Steve Leniszewski
City Engineer Boyd Benson gave an update and the background on the proposed project. This
item will be brought forward for Council approval at the April 10, 2014 City Council Meeting.
Solicitor Licensing – Councilmember Amy Ockerlander
Councilmember Amy Ockerlander distributed a draft update to the Duvall Municipal Code Title
5 – Business Regulations, adding a new Chapter 5.03 regulating peddlers, solicitors, and
canvassers. This code update provides regulations and requirements related to the licensing of

solicitors to conduct business in Duvall city limits. The amendments would include background
checks of all solicitors, city-issued photo identification, and would also place specific times that
solicitors could go door to door. She is proposing that the final adopting ordinance and
municipal code update will be brought back before the City Council for a Public Hearing and
adoption by June 30, 2014.
Council Chambers – Mayor Ibershof
Mayor Ibershof asked Council for their thoughts on how they felt the Duvall Visitor Center was
working out as the City’s Council Chambers. He explained that if the Council decided to move
the Council Chambers permanently to the Visitor Center, then staff will move forward to
purchase tables and other necessary items to equip the meeting room as the City Council’s
permanent Council Meeting location. Council generally agreed that they would like to
permanently move the Council Meetings to the Duvall Visitor Center.
City Administrator Discussion – Mayor Ibershof
The Council discussed hiring Prothman to bring in an interim City Administrator. The Ad Hoc
City Administrator Council Committee gave its recommendations to fill this position. They are
recommending that this contract position should run through at least December 31, 2014, with an
option to extend an additional 6 months. They also recommended the Interim City Administrator
be contracted for at least 30 hours per week. The Committee is also requesting a long-term
funding plan for a permanent City Administrator. Councilmember Ockerlander stated that City
Administrator Ad Hoc Committee would also assist with defining the tasks of the City
Administrator. Council would like to have this item brought forward for further discussion at the
next City Council Meeting. Council also requested that Prothman come to the City Council
Meeting and be available to answer any questions that they may have. Mayor Ibershof stated that
he will invite Greg Prothman to the April 10, 2014 City Council Meeting.
