CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 22, 2014 5:30 p.m. – Duvall Visitor Center – 15619 Main St. NE, Duvall Mayor Pro Tem Walker called the meeting order at the Duvall Visitor Center at 5:30 p.m. Council present: Leroy Collinwood, Scott Thomas, Becky Nixon, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Lara Thomas, Boyd Benson, Jodee Schwinn, Municipal Consultant Steve Anderson a. (AB14-46) Resolution adopting the 2015-2020 Six-Year Transportation Improvement Plan. City Engineer, Boyd Benson, introduced the proposed Six-Year Transportation Improvement Plan. He explained that the Six-Year TIP is a requirement of Washington State and must be adopted by the City annually. He noted the changes to this year’s Plan were the removal of the Cherry Valley Road Sidewalk Project as the project completion is planned prior to the end of 2014, and two additional projects along NE 143rd Place Corridor have been added to support future planned development. b. Wheeled All-Terrain Vehicles Discussion (consideration to allow on City Streets). Councilmember Scott Thomas introduced Ted Jackson, from Sky River Recreation and who also works under Sky Valley Chamber of Commerce. Mr. Jackson gave a brief background on Washington State’s new Wheeled All-Terrain Vehicle (WATV) law which expands access for all-terrain vehicles. He explained that one of the purposes of this law is to enhance economic development and promote economic gain throughout the State. Council felt that it was very important for King County to adopt the legislation approving WATVs before the City of Duvall adopts the legislation, as there wouldn’t be connecting routes for users in the City of Duvall to ride their WATV’s if King County doesn’t allow it. Council also felt it was very important to get public input on the subject, because it does have an impact on the community. It was also suggested that the City possibly use Survey Monkey to get public feedback on the issue. It was decided to create a Council Ad Hoc Committee to look into this topic further. Councilmembers Thomas, Ockerlander, and Nixon will serve on the Ad Hoc Committee. Mayor Ibershof will assign a staff person to work with the Committee. c. Duvall Cultural Commission update and report on program cost per attendee. Community Events Coordinator and Duvall Cultural Commission (DCC) Liaison Kass Holdeman handed out a report on the Duvall Cultural Commission and the 2013 programming costs per attendee. She also gave an update on the City’s Event Sponsorships for 2014. Committee of the Whole – May 22, 2014 d. (AB14-40) Interlocal Agreement with the City of Redmond for the Police Dispatch Contract. The City Council agreed that this item may be placed on the consent agenda for approval at the regular City Council Meeting following the Committee of the Whole Workshop. e. (AB14-43) Contract Award with Omega Contractors for the Band Screen Equipment Installation Steve Leniszewski, Public Works Director, said he will report the bid opening results for the project at the regular City Council Meeting following the workshop. Consideration of the approval of this Council Business Item will remain under Unfinished Business on the regular City Council Meeting agenda.
