June 12, 2014 – 5:30 p.m.

Mayor Pro Tem Walker called the meeting order at 5:34 p.m.
Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Jason Walker,
Gary Gill, Amy Ockerlander, Becky Nixon
Staff present: Steve Leniszewski, Jill Long, Boyd Benson, Jodi Wycoff
King County Climate Change Coalition – Presentation
Mayor Pro Tem Walker introduced Cathy Beam, City of Redmond and Elizabeth Willmott,
Climate Solutions. Cathy reviewed a PowerPoint presentation explaining what the Coalition is
and what their goals are. She said that this is regional coalition and they are looking at not only
the environmental impacts of climate change but also the economical impacts. Cathy reviewed
what the coordinating cities have been working on. Elizabeth gave an update on the two Climate
Summits that were held and the targets that are being proposed which include cutting carbon
dioxide by 50% by 2030 from the 2007 baseline. This target is for King County as a region.
Cathy and Elizabeth then answered questions from Council pertaining to what the City of Duvall
and the citizens would be responsible for if these targets are put in place. They explained that
these are targets and will not have mandates associated with them.
(AB14-47) Interlocal Agreement – King County Community Development Block Grant
(CDBG) Program – S. Leniszewski
Public Works Director, Steve Leniszewski, said that this is a three year agreement and that the
City of Duvall has been a member of the program since the early 90s. Steve then reviewed the
agreement and other documents that were in the packet. Councilmember Thomas asked about the
pros and cons of going through the County’s CDBG program and not the State’s. Steve
explained that the competition could be tougher and they may get fewer grant dollars at the State
level.
(AB14-48) Interlocal Agreement – King County Regional Affordable Housing Program – S.
Leniszewski
Public Works Director, Steve Leniszewski, said that this agreement allows the County to collect
$10.00 per real property transaction to go towards funding for low-income housing. He reviewed
the agreement and other documents that were included in the packet.
(AB14-50) Emergency Management Plan Update and (AB14-51) Regional Hazard
Mitigation Plan Update.
City Engineer, Boyd Benson, reviewed a PowerPoint presentation summarizing the updates to
the two plans. He said they are requesting Council feedback on the updated plans and

encouraged Council to get involved with the various disaster preparedness training opportunities
available.
Draft Mid-Year Retreat Agenda – 10 min (Walker)
Mayor Pro Tem Walker reviewed the draft agenda for the mid-year Council retreat. He said he
has been working with Interim Municipal Consultant, Steve Anderson, to discuss Economic
Development during the retreat. The retreat will be held on June 28th starting at 8:00 a.m. at the
Duvall Visitor Center.
