CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES June 26, 2014 5:30 p.m. – Duvall Visitor Center – 15619 Main St. NE, Duvall Mayor Pro Tem Walker called the meeting order at the Duvall Visitor Center at 5:35 p.m. Council present: Leroy Collinwood, Scott Thomas, Becky Nixon, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Carey Hert, Jill Long, Lara Thomas, City Attorney Kim Adams Pratt, Jodee Schwinn, Municipal Consultant Steve Anderson a. Solicitor/Peddler Ordinance Amendment. Duvall Police Chief Carey Hert distributed some statistics that he compiled regarding solicitors operating in the City of Duvall over the last five years. He also explained what the WATCH (Washington State Patrol – Washington Access to Criminal History) background check covers. The Police Department feels that increasing community education on solicitors and peddlers, and through this proposed code update, that this will have a much more deterrent effect to those solicitors that may be here for the wrong reasons, and at the same time it will let the community know that the City is addressing these kinds of business activities and taking them seriously. b. Budget Amendment Ordinance. Jill Long, Finance Director, introduced the proposed mid-year Budget Amendment. She reviewed the adjustments to the revenues and expenditures. c. Ordinance amending DMC 4.12.010 “Holidays.” Jill Long, Finance Director, introduced the Ordinance amending the Duvall Municipal Code providing two days per year of unpaid holiday leave for reason of faith or conscience per the recently passed State Bill 5173. She explained that this City Ordinance brings the City of Duvall into compliance with the recently enacted new State law. d. 2014-2015 Riverview School District Capital Facilities Plan. Mayor Ibershof explained that this item was placed in the packet for informational purposes only. No staff report has been prepared to go with it. The City Council asked that the School District be invited to attend an upcoming City Council Meeting to give a presentation on their Capital Facilities Plan. Councilmember Gary Gill confirmed that he will remain the City Council Liaison to the Riverview School District Board. e. Development Agreements refresher. - Removed from Agenda Committee of the Whole – June 26, 2014 f. Duvall Village. Lara Thomas gave an update to City Council explaining the Duvall Village Project and the status of the Thayer Barn. She also introduced Kim Adams Pratt from Kenyon Disend, the City’s Municipal Attorney. She emphasized that the memo she provided to Council addressing issues that have arisen with the Thayer Barn and the current proposal to develop the site by Wescott Homes is covered by the attorney-client privilege and is protected from disclosure. She said this item will be discussed further during an Executive Session at the end of the regular City Council Meeting. g. Solicitor/Peddler Ordinance Amendment. There was further discussion regarding the ordinance proposing amendments to the Duvall Municipal Code regarding solicitor/peddler in the City. The Ordinance and code amendments will come back to a future meeting after further updates are made and reviewed by the City Attorney. Education and public outreach will play a large role in implementing these updates to the Duvall Municipal Code. h. Transportation Benefit District (TBD). Steve Leniszewski gave a Powerpoint presentation detailing Council’s options and choices regarding creating and funding a Transportation Benefit District. He emphasized that election strategies, if it is decided to be a voter approved funded TBA, need to start 9 – 12 months ahead of an actual ballot measure. Steve Leniszewski said he will email the Powerpoint presentation out to Councilmembers.
