CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES July 10, 2014 5:30 p.m. – Duvall Visitor Center – 15619 Main St. NE, Duvall Mayor Pro Tem Walker called the meeting order at the Duvall Visitor Center at 5:35 p.m. Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Carey Hert, Jill Long, Lara Thomas, Jason Ladwig City Attorney Rachel Turpin, Jodee Schwinn a. WATV (Wheeled All-Terrain Vehicle) Draft Ordinances. Councilmember Scott Thomas reviewed and explained the two draft Ordinances related to the WATV item. Council discussed the possible pros and cons of adopting legislation allowing WATV’s on City streets. The Ad Hoc Committee is meeting with King County next week and will find out if they have any interest in participating in a pilot program with Duvall. The Council asked Police Chief Hert what negative or adverse impacts the City could possibly see if they passed this legislation. He said it there is the potential for increased vandalism and increased accidents, although currently, there is no local data on this subject matter. Chief Hert also said he would like to sit on the WATV Ad Hoc Committee Meetings. At next week’s meeting between the City’s Ad Hoc Committee and King County, the Committee members will discuss the connectivity of possible WATV routes and encourage the County to consider participating in a pilot program. c. Development Agreements General Review. Lara Thomas, Planning Manager, gave an overview of development agreements in general. Lara also let Council know that there most likely will be additional development agreements coming in the future for projects which may include the Duvall Village project, the Rio Vista Joint Venture park dedication on NE 143rd, and the Toll Brothers project (previously Camwest). Update on the Cherry Valley Road Sidewalk Project. Steve Leniszewski, Public Works Director, gave an update on the Cherry Valley Road project. He reported that the project is becoming substantially complete. He reported that everything is on target quantity-wise and budget-wise. Because of some of the slopes, they needed to add more wall to some additional areas and that will result in an additional cost. The City’s Code allows for $20,000 or 20% in change orders, whichever is lesser, so there is a possibility that he may be bringing a change order authorization back for Council approval at the next City Council Meeting. He said on a positive note they expect to be complete and have the road open by next Friday which is ahead of schedule. Committee of the Whole – July 10, 2014 d. Update on the Main Street Sidewalk Design Phase – 30% Plans Valley Street to Big Rock Road. Shaun Tozer, Project Manager, provided a Powerpoint Presentation on the proposed Main Street Sidewalk project, to date, including updates on the design work and funding options that the City has considered and applied for, including several grant funding possibilities. Due to the cost of this project, it has been divided into two phases. He feels the State TIB (Transportation Improvement Board) is the agency most likely to award the City of Duvall funding for this project.
