CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES July 24, 2014 – 5:30 p.m. Duvall Visitor Center – 15619 Main Street NE Mayor Pro Tem Walker called the meeting order at 5:36 p.m. Council present: Dianne Brudnicki, Scott Thomas, Jason Walker, Gary Gill, Amy Ockerlander, Becky Nixon (Absent: Leroy Collinwood) Staff present: Jodi Lee Wycoff, Municipal Consultant Steve Anderson Councilmember Dianne Brudnicki’s trip to Africa Councilmember Dianne Brudnicki gave a slide show about her trip to Zambia, Africa. She went there to teach women who have been windowed to sew so that they can support themselves. She said Zambia is one of the most poverty stricken countries in Africa. She said the women learned very quickly and were extremely grateful. Councilmember Brudnicki then relayed stories of some of the people she met during her travels. She said that the area she was in has very inefficient infrastructure and it would be difficult for businesses to build factories there because of that. She said that Zambia is very communal and the people find a way to make things work for them. Councilmember Brudnicki said she would like to plan another trip back to Zambia next year to teach even more women. King County Councilmember Kathy Lambert – Presentation & Update King County Councilmember Kathy Lambert said that King County has a 62% success rate of people surviving a heart attack and part of that is due to the availability of Public Access Automatic Electronic Defibulators (AED). She presented Officer Soss with an AED that she assisted in getting for the Duvall Police Department. Councilmember Lambert handed out a sheet on how to sign up for RPIN (Regional Public Information Network) and explained that this is a great resource and encouraged everyone to sign up for RPIN alerts. She also mentioned Smart 9- 1-1 which is an online system you can sign up for that gives responders specific information about you and your household, such as medications, medical conditions, etc., should they ever need it. Councilmember Lambert then gave an update on the transportation issue at King County. She said she is concerned because it looks like there may be more cuts needed. She said besides the Metro system, King County Council will also have to make decisions on the roads. They may have to look at doing a Transportation Benefit District to help pay for maintenance of roads in unincorporated King County. Lastly, Councilmember Lambert handed out a copy of the Strategic Plan for Road Services 2014 Update presentation. June 28, 2014 Council Retreat Report – Steve Anderson, Municipal Consultant Steve Anderson, Municipal Consultant, gave a PowerPoint presentation to review his report on the June 28th Council Retreat. He said overall it was a good retreat. He reviewed the expectations Council had for the retreat and questions they wanted to address. He reviewed some of the topics that were discussed such as streets and sidewalks, Mayor/Council responsibilities, trust and Committee of the Whole – July 24, 2014 communication. Steve said that a few suggestions that came out of the retreat were to change Council meetings to Tuesdays to accommodate regional meetings and to schedule retreats early in the year to have a better chance of full Council attendance. He also said that accountability was a topic at the retreat and one of the ways that is being addressed this year is with a new budget format. He said that a City Administrator is being budgeted in the 2015 budget and the Mayor plans to present what impacts that position’s costs will have on the budget as a whole. Lastly, Steve said that they discussed Economic Development and the different strategies and ideas that came from that discussion. Good of the Order Councilmember Nixon said that she, Steve Anderson, and Councilmember Thomas took a walk around Duvall this week and tried to look at things through the eyes of different citizens i.e. a dog owner, a homeowner, etc. She thanked them for taking the time and said it was a good experience.
