CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES August 14, 2014 5:30 p.m. – Duvall Visitor Center – 15619 Main St. NE, Duvall Mayor Pro Tem Walker called the meeting order at the Duvall Visitor Center at 5:35 p.m. Council present: Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon, Gary Gill, Amy Ockerlander, Jason Walker Staff present: Steve Leniszewski, Carey Hert, Boyd Benson, Jill Long, Jodee Schwinn, City Consultant Steve Anderson a. Interlocal Agreement with the Riverview School District. Duvall Police Chief Carey Hert distributed an Interlocal Agreement (ILA) between the City of Duvall and the Riverview School District. He explained the purpose of the ILA and the services that the Police Department will be providing. He said that Dr. Anthony Smith from the Riverview School District will be attending the next Duvall City Council Meeting on August 28th, and the Interlocal Agreement will be brought back at that meeting for approval, barring any concerns. b. Mid-Year Finance Report on Revenue & Expenditures. Jill Long, Finance Director, reviewed the Mid-Year Finance Report on Revenue and Expenditures with Council, and answered questions. She invited Council to contact her if they needed any further details or had any additional questions. Council expressed a desire to receive more detail on parks and park maintenance expenses. c. Surplus of three City Properties. Boyd Benson, City Engineer, gave a presentation on the proposal to surplus certain city properties. He explained that there is a process that must be followed depending on the property type. He asked for Council affirmation on the proposed properties to surplus. This discussion item will be continued on the regular City Council Meeting following the Committee of the Whole Workshop. d. Proposed updates to the Animal Code (bees, chickens). Boyd Benson, City Engineer, said that he has been approached by a citizen to consider revising the City’s Animal Code and permit process. He explained that staff has also had some issues with the existing code. He distributed a hand-out that was provided by the citizen that had some examples on adopted codes and regulations from neighboring jurisdictions. Staff is seeking whether or not Council supports staff drafting new language to update Duvall’s existing code. The Council was in support of moving forward to update the code. Committee of the Whole – August 14, 2014 e. City Council’s Top 2 Economic Goals. Mayor Ibershof explained that in response to the discussion at the June 30th Council Retreat, he had sent out an email asking Councilmembers to each provide what two of their economic goals were and also naming two businesses that they would like to have come to a Council Meeting to talk about their experiences in operating their business in the City of Duvall. He said that he heard back from two Councilmembers. The Mayor shared the name of 4 businesses that were provided to him. Those businesses are Country Collections, Best Buddy Dog Wash, Pentz Design, and Allen Street Professional Center. He said he will reach out and invite those business owners to a future meeting to come and talk with the City Council and share what their perception is of doing business in Duvall.
