CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES LAND USE WORKSHOP September 9, 2014 5:30 p.m. – Duvall Visitor Center – 15619 Main St. NE, Duvall A City of Duvall Land Use Committee Meeting was held in place of the regular Committee of the Whole Meeting. Council present: Leroy Collinwood, Scott Thomas, Becky Nixon, Jason Walker, Gary Gill arrived at 6:20 PM, Amy Ockerlander arrived at 6:25 PM, (Absent - Dianne Brudnicki) Staff present: Lara Thomas, Steve Leniszewski, Jodee Schwinn a. Operation and Maintenance of Parks Steve Leniszewski, Public Works Director, gave an overview of the City’s expenditures on Parks maintenance and generally how much it costs to maintain each city park. He explained the calculation and reason that Big Rock Ball Field costs approximately $15,609 per acre to maintain, and the other city parks cost an average of $28,020 per acre. He explained other cost factors such as expenses for Honey Buckets, liability insurance, maintenance crew time, sweeping parking lots, repairing fences, emptying garbage cans and changing trash liners, playground repair, and utilities such as water and power where applicable. Steve discussed with the Council contracting some parks maintenances services out versus taking care of those maintenance items in-house with public works crew staff. Steve also touched on the possibility of considering dedicating one full-time public works employee just to the parks in the 2015 budget for maintenance and operations. b. Rio Vista Neighborhood Park Discussion Lara Thomas, Planning Manager, led a Land Use Committee Meeting at the COW. She said they will be discussing a potential park to be located off of NE 143rd, the Rio Vista Park. She explained that she is working with the developer on creating a park in that area that meets the intent of Duvall’s Parks, Trails, & Open Space Plan, while also taking into consideration if and how the City will pay for taking care of another park. She explained how this proposed park can be addressed in the Development Agreement.
