Mayor Pro Tem Walker called the meeting order at 5:32 p.m.
Council present: Dianne Brudnicki, Scott Thomas, Jason Walker, Gary Gill,
Amy Ockerlander, Becky Nixon, Leroy Collinwood

Budget Workshop – continued 2015 Budget Discussions
Jill Long, Finance Director, reviewed a memo outlining the changes to the budget since the last
budget workshop. Those changes include: removing the proposed transfers of REET funds;
staffing levels in Public Works were reduced by 1.5 FTEs; adjustments have been made to
charge staff time on capital projects directly to those funds; IT fund budget has been revised
based on recommendations from the consultants; City Hall/Community Center Plan has been
removed; Street Fund balance was adjusted due to a project coming in under budget; the City
Administrator salary range was adjusted; and Interfund Transfers were adjusted to accommodate
the changes listed above.
One item that is in the proposed budget is an additional 3% increase to the utility tax for water,
sewer and storm drain. This is in addition to the 2% CPI increase that will automatically take
affect the beginning of 2015. Jill reviewed a handout showing how the proposed utility tax
increase would affect a citizen’s City utility bill. She did explain that if Council does not approve
the additional 3% that is being proposed, they will need to readjust the budget again. This could
mean additional staff and service reductions. Jill also handed out and reviewed a revised 5-year
budget forecast showing a 2% utility tax increase instead of 3%. Council discussed the utility tax
increase and potentially bringing the REET transfers back into the budget. There was Council
consensus to add back in a one-time REET transfer of $50,000 into the Street Fund.
Council also discussed other possible cost savings such as full cost recovery for Big Rock Fields,
having volunteers do certain public works maintenance jobs like cleaning the public restrooms,
and having interns work on applying for grants for certain City projects. They also discussed the
possibility of having the Duvall Cultural Commission transition to a non-City funded entity over
time.
