CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES November 13, 2014 – 5:30 p.m. Duvall Visitor Center – 15619 Main Street NE Mayor Pro Tem Walker called the meeting order at 5:32 p.m. Council present: Dianne Brudnicki, Scott Thomas, Jason Walker, Gary Gill, Amy Ockerlander, Becky Nixon, Leroy Collinwood Staff present: Jodee Schwinn, Jenn Anderson, Steve Anderson – Municipal Consultant a. Budget Workshop – continued 2015 Budget Discussions Mayor Ibershof led a continued discussion on the proposed City of Duvall 2015 Budget. Mayor Ibershof said he is looking for Council direction the utility tax and the REET Fund. He reiterated that every 1% of utility tax equals $46,000 in the general fund. Council discussed various revenue sources and the impacts of those to the City’s 2015 Budget. A majority of Councilmembers were in favor of a REET Fund transfer of $100,000 and a 2% utility tax increase. b. Good of the Order Council directed staff to bring the Wellness Program Resolution forward for discussion and decision at the next regular City Council Meeting on November 25th. Pro-Tem Walker announced that he will be applying for a position on the Sounds Cities Association’s King County Growth Management Policy Council. Mayor Ibershof announced that he will not be seeking reappointment to the Puget Sound Regional Council’s Executive Board. Councilmember Walker also brought up a letter and request from Ben Thompson from the Department of Natural Resources asking the City of Duvall to become an official “Tree City.” Mayor Ibershof said he will follow with staff and get back to Council on what that request would entail as far as participation and resources. Lastly, Councilmember Walker gave an update on upcoming Snoqualmie Valley Community Network Events.
