CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES December 11, 2014 – 5:30 p.m. Duvall Visitor Center – 15619 Main Street NE Mayor Pro Tem Walker called the meeting order at 5:32 p.m. Council present: Dianne Brudnicki, Scott Thomas, Jason Walker, Gary Gill, Amy Ockerlander, Becky Nixon, Leroy Collinwood Staff present: Steve Leniszewski, Jill Long, Lara Thomas, Jodee Schwinn a. Transportation Benefit District Public Works Director, Steve Leniszewski, gave a presentation summarizing Transportation Benefit Districts (TBD) in general, and also providing some follow up from questions and information asked at previous Council Meetings and Workshops related to TBDs. That information included what a TBD is and what it is used for, the proposed funding mechanisms through TBDs, and the potential impacts and costs to citizens. Council also discussed charging fees associated with trips generated by development or associated with clearing and grading permits when they are issued. Steve emphasized that staff is willing to work with and consider all options that the Council may be interested in considering. Steve left the Council with a handout that was published by Foster Pepper regarding Transportation Benefit Districts. The Council will continue to discuss and consider all the options for forming and funding a TBD. b. Federal & State Legislative Priorities Councilmember Ockerlander stated that she had attended the Sound Cities Association Public Issues Committee and that at that meeting a number of other regional cities Legislative Agendas had been shared. She said that she will have copies of those put in the Councilmembers mailboxes and to be ready to have a discussion and make some decisions at the first COW Meeting in January. The Council can then work to have Duvall’s Legislative Agenda ready for approval at the second meeting in January. She explained that the AWC Legislative Priorities are very broad, and that is mostly because nobody has any idea what will be coming forward from the upcoming Legislative Session. Amy also emphasized the importance of Duvall’s attendance at regional meetings and participation in those meetings, as that is the best way for the City to be heard. She also feels that in order to get anything done on a policy level you have to have the support of other cities and agencies. If Duvall’s support will benefit another City, then it is important to build that relationship and support that City. c. Election of the Mayor Pro Tem for 2015 and duties under the proposed draft Council Rules of Procedure. Council did not have anything specific items to discuss regarding the proposed Council Rules of Procedure. Councilmember Ockerlander said that one of the key items that are included in these updated Council Procedures are how a citizen’s request and public comments should be addressed and followed up on. Councilmember Ockerlander also suggested that Council review the rules as a refresher each year. She that commented that one of the overall goals of these updated rules and procedures is to allow the Council their legal right to set their own Council Agenda. There are still Committee of the Whole – December 11, 2014 some items that need to be ironed out and some adjustments that need to be made to this latest draft. d. Executive Session: 10 minutes – Labor Negotiations RCW 42.30.140(4)(a) 6:36 p.m. The Council Chambers were cleared for a 10-minute Executive Session regarding Labor Negotiations. 6:46 p.m. The Regular Committee of the Whole Workshop resumed. e. Good of the Order Dianne Brudnicki announced that she had scheduled her vacation to Australia at the beginning of the year before the Council decided to move their meetings to Tuesdays. There may be some conflicts there. Council discussed possible Council Retreat Dates for 2015. Council came up with tentative dates of January 24, 2015, and June 20, 2015.
