CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES February 10, 2015 – 5:30 p.m. Duvall Visitor Center – 15619 Main Street NE Mayor Pro Tem Brudnicki called the meeting order at 5:31 p.m. Council present: Dianne Brudnicki, Gary Gill, Jason Walker, Becky Nixon Amy Ockerlander, Leroy Collinwood (Absent: Scott Thomas) Staff present: Steve Leniszewski, Lara Thomas, Jodi Wycoff a. Duvall Village Development Agreement Update Lara Thomas, Planning Director, gave a PowerPoint presentation reviewing the history of the Duvall Village Development Agreement to this point and what decisions Council needs to make tonight regarding the agreement. Director Thomas stated that they held a stakeholders meeting last week to discuss the items in the development agreement that are still in negotiation. Mayor Ibershof stated that in order to keep negotiations moving, he proposed that the City pay for the costs of the Main Street improvements that would have to take place as part of the development. Steve Leniszewski, Public Works Director, gave a PowerPoint presentation regarding the potential cost impacts to the City if they added the Main Street improvements in front of the Duvall Village development as part of the current Main Street project they are working on. Council asked representatives from the developer and Duvall Foundation of the Arts (DFA) to speak. Elizabeth Hill, representing DFA, stated that they have been working on this project in one way or another for 21 years. They have been talking to regional groups about having a cultural center in this part of King County. The granting agencies do not necessarily care which city the center is located in but DFA would like it to be in Duvall and wants to go after those grant dollars. Ms. Hill said that they cannot raise funds if they do not own a parcel of land to move the barn to. Ms. Hill stated that she is concerned that the City is making concessions to the developer in the hopes that it will benefit DFA if, in fact, it won’t. Mark Donner, Wescott Homes, stated that he appreciates the efforts being made regarding the Main Street improvements and agrees there are benefits to the City doing the improvements as part of their larger Main Street project. Mr. Donner said that the one sticking point in negotiations appears to be the park parcel. The developer agreed that they would give a parcel to DFA for the barn to be moved to and would pay for some of the costs associated with prepping the parcel. Mr. Donner said that they do not want an unfinished product in the middle of their development which is why they are asking for a specific timeline for the barn to be completed. Council discussed their concerns with the items that are still being negotiated including vesting of fees and policies, the Main Street improvements, and the amount the City would be responsible for regarding the park (barn and parking lot) parcel. Director Thomas asked for direction (ayes or nays) regarding two specific items being negotiated: vesting of fees and policies for 10 years for both residential and commercial; and the .78 trip methodology for traffic impact fee calculations. There were three ayes (Collinwood, Nixon, Gill) and three nays (Walker, Brudnicki, Ockerlander). Council directed staff to provide additional information on two items. They requested staff provide an update on the Main Street Construction Project. They also requested that the applicant, Wescott Committee of the Whole – February 10, 2015 Homes, provide a breakdown of the park improvements, the costs of the improvements and who is responsible for what improvements in their proposal. The following items were discussed during the regular Council meeting: b. Police Commander Pay Scale c. Police Sergeant Pay Scale d. RD Construction Short Plat e. ILA with City of Snoqualmie for IT Services Mayor Ibershof handed out the draft Interlocal Agreement (ILA) with City of Snoqualmie for Information Technology Services and asked Council to review the documents before the next Council meeting. The ILA will be brought back to the February 24th Council meeting for discussion and decision. Mayor Ibershof said that if passed on February 24th, then City of Snoqualmie will bring it to their Council meeting on March 9th for approval and the ILA would go into effect April 9th.
