February 24, 2015 – 5:30 p.m.

Acting Mayor Pro Tem Collinwood called the meeting order at 5:30 p.m.
Council present: Gary Gill, Jason Walker, Becky Nixon, Amy Ockerlander, Leroy Collinwood
(Absent: Scott Thomas, Dianne Brudnicki)

a. Duvall Village Development Agreement Update
Lara Thomas, Planning Director, said that at the last Committee of the Whole meeting there was a
dynamic discussion regarding this development agreement. She asked the developer to summarize
their discussion. Due to the fact that there was a three-three split on Council regarding the vesting of
policies and fees as well as the traffic impact fee methodology, she said she will need to ask for
another vote on those items when all of Council is present. Director Thomas said that the developer
will provide a breakdown of the costs for the park/barn parcel. She is hoping to have a new draft
agreement to bring to Council at the next meeting.
b. Public Art Policy
Kass Holdeman, Community Coordinator, gave a PowerPoint presentation reviewing why they are
developing this policy and the types of policies that can be adopted. She explained that the policy also
calls for a separate municipal fund for public art to be established. This would be a designated line
item in the budget where any money that is donated or allocated for public arts would be located. Ms.
Holdeman asked Council to review the policy and provide feedback. She will bring it back to Council
for further discussion and decision at a future meeting.
c. Main Street Project Update
Shaun Tozer, Project Manager, gave a PowerPoint presentation showing the process they have gone
through so far for the Main Street project. He explained that the project is currently broken into two
phases. Paul Fuesel, Principal for KPG, showed a printout of the entire project design and explained
that the goal is to have more than just a functional sidewalk. The design is meant to tie in with the
downtown Main Street project and provide a connection between old town and the shops south of
town. Steve Leniszewski, Public Works Director reviewed the possible funding sources for the project.
Mr. Tozer then asked Council to discuss the plan details and provide their feedback and suggestions.
Some of the suggestions were to make sure there are sufficient trees, garbage receptacles, benches and
lighting along the project. They also suggested including public art in the project. Mr. Tozer then asked
Council if they would like to combine the two phases into one project and explained the benefits of
doing so including potential cost savings. Council discussed the options and benefits. There was
Council consensus to combine the two phases into one project and to continue to look for additional
funding.

d. Development Policy
Mayor Ibershof said that after discussing the development agreement process with Council there was a
question brought up recently about what would need to be done to avoid having to do development
agreements in the future. One option would be to codify phasing and allow it at the discretion of the
City. That raises the question for Council of are there other items that they would like to see in that
piece of code. Council suggested adding language about proving a significant public benefit before
vesting of any fees or policies. Council would review the merits of the benefits before entering into
negotiations. Council does not want to make developing in Duvall more difficult while at the same
time maintaining the community’s best interest.
