CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 24, 2015 – 5:30 p.m. Riverview Educational Service Center Assembly Hall – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting order at 5:30 p.m. Council present: Gary Gill, Jason Walker, Becky Nixon, Amy Ockerlander, Leroy Collinwood, Scott Thomas, Dianne Brudnicki Staff present: Steve Leniszewski, Jodi Wycoff a. Police Department Awards Ceremony Mayor Ibershof opened the awards ceremony. Chaplain Marin Redmond gave the invocation. Police Chief Carey Hert was unable to attend due to an unavoidable conflict and Mayor Ibershof read the Chief’s comments which included thanks to the many agencies involved in the response to the shooting incident the night of September 15, 2014. He also thanked the families of Officer Eaton and Sergeant DeBock, as well as the families of all first responders, for their continuous support. Duvall Fire District 45 Chief, David Burke, and Lieutenant Joe Nault, Bellevue Police, were the guest speakers. Mayor Ibershof, Public Safety Committee Chair, Councilmember Amy Ockerlander, and Duvall City Councilmembers presented the awards to Officer Joe Eaton and Sergeant Michael DeBock for their heroic efforts during the shooting incident on September 15, 2014. Officer Easton was awarded the Distinguished Honorable Service Medal. This medal is awarded to members who have demonstrated outstanding courage in the performance of duty where serious risk to member’s physical safety existed. Sergeant DeBock was awarded the Purple Heart and the Medal of Valor Award. The Purple Heart medal is awarded to members who receive a wound or injury of a degree necessitating hospitalization or the immediate care of a physician. The injury must be a serious nature inflicted by a weapon or instrument capable of causing death or permanent disability. The Medal of Valor is the highest recognition of outstanding officer achievement presented by the Duvall Police Department. The Medal of Valor shall be awarded to members who distinguish themselves with extraordinary acts of bravery or heroism above and beyond that normally expected in the line of duty. Members must have displayed extreme courage by placing their own safety in immediate peril in an effort to provide protection or preservation of life. Chaplain Redmond then gave the benediction. Mayor Ibershof closed the awards ceremony and invited all attendees to enjoy the refreshments being served. Adjournment The Committee of the Whole adjourned at 6:19 p.m. for a reception of refreshments. Written Reports – There were no written reports in the Committee of the Whole packets.
