CITY OF DUVALL COMMITTEE OF THE WHOLE MINUTES April 28, 2015 – 5:30 p.m. Duvall Visitor Center – 15619 Main St. NE Mayor Pro Tem Brudnicki called the meeting order at 5:32 p.m. Council present: Jason Walker, Becky Nixon, Leroy Collinwood, Scott Thomas, Dianne Brudnicki (absent: Amy Ockerlander, Gary Gill) Staff present: Lara Thomas, Steve Leniszewski, Boyd Benson, Jodi Wycoff, Municipal Consultant Steve Anderson a. Watershed Plan Lara Thomas, Planning Director, gave a PowerPoint presentation which included a brief history of how the Watershed Plan was developed what the proposed strategy and goals are. Ms. Thomas explained that the Watershed Plan is intended to be a technical and planning document which is used in informing the 2015 Comprehensive Plan Update. Ms. Thomas then reviewed the Watershed Plan framework which includes 17 sub basins with five management groups. The proposed policies do not affect all sub basins. Ms. Thomas then reviewed the sub basins that cover the Urban Growth Area (UGA) and the Urban Growth Area Reserve (UGAR) and their terrain details including how much of the land currently has forest area, impervious coverage, streams, and sensitive areas. Ms. Thomas then showed possible examples of low impact development which included incorporating bio swales into future development. Ms. Thomas also reviewed possible tree saving options for future development. Lastly, Ms. Thomas showed Council a sample of Duvall’s current clustered development style and a proposed style of clustered development which is more of an open space type of urban development and asked Council to give their feedback of what they see as the costs and benefits of moving towards the latter. Council discussed the pros and cons of moving towards a more open space style development. b. 2016 Budget Goal Setting Retreat Mayor Ibershof explained that he would like to set dates for two Budget Retreats. The goal of the retreats will be to create budget goals for 2016 which will allow Mayor and staff to build the budget towards those goals. The dates of the two Budget Retreats are Tuesday, May 19th and Thursday, May 21st and both will be from 6:00 p.m. to 9:00 p.m. c. Mid-Year Council Retreat Mayor Ibershof said that the current date for the Mid-Year Council Retreat is Saturday, June 20th and he would like to keep that date for now but explained that he may request that the date be moved in order to allow the new City Administrator and Finance Director to attend. Mayor Pro Tem Brudnicki asked Council to start thinking about what they would like to discuss at the Retreat. There was discussion about if they should review current Council Committees at the Retreat or a Committee of the Whole (COW) meeting. There was Council consensus to discuss it at a future COW meeting. d.
