CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 26, 2015 – 5:30 p.m. Duvall Visitor Center – 15619 NE Main Street Acting Mayor Pro Tem Walker called the meeting order at 5:30 p.m. Council present: Jason Walker, Becky Nixon, Amy Ockerlander, Leroy Collinwood, Scott Thomas (absent: Dianne Brudnicki, Gary Gill) Staff present: Lara Thomas, Ben Swanson, Steve Leniszewski, Jodi Wycoff a. Watershed Plan Update Ben Swanson, Senior Planner, gave a PowerPoint presentation to review Chapter 5 and Chapter 7 of the Watershed Plan. Chapter 5 focuses on implementing Watershed approach for development standards. Mr. Swanson explained that the approaches in Chapter 5 need to balance the built and natural environments. Mr. Swanson reviewed and discussed with Council the impervious surface requirements, parking, and landscape standards and tree retention requirements. Mr. Swanson and Council also discussed cluster residential development and park and open space regulations within clustered developments. Mr. Swanson explained that Chapter 7 focuses on Watershed strategies for sensitive area management. Mr. Swanson said this chapter improves consistency with existing Ecology guidance and anticipated requirements for wetland and stream buffers. Aaron Booy, Natural Resources Specialist with ESA, discussed buffer protection and allowances as well as options for trails within buffers. Mr. Swanson reviewed landslide hazard area buffers. There are not too many landslide hazard areas in Duvall. Mr. Swanson and Mr. Booy then answered questions and took comments from Council. Mr. Swanson explained that the next step for the Watershed Plan will be a joint workshop between Council and Planning Commission during the June 9th Committee of the Whole meeting. b. 2015 Budget Amendment Mayor Ibershof said that this item is on the Council agenda for approval and they can discuss further at that time. c. Council Committees This item will be moved to New Business on the regular Council agenda. d. Good of the Order No reports.
