CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES June 9, 2015 – 6:00 p.m. Duvall Visitor Center – 15619 NE Main Street Mayor Pro Tem Brudnicki called the meeting order at 6:00 p.m. Council present: Jason Walker, Becky Nixon, Leroy Collinwood, Scott Thomas, Dianne Brudnicki, Gary Gill (absent: Amy Ockerlander) Staff present: Lara Thomas, Jodi Wycoff a. Snoqualmie Watershed Forum Interlocal Agreement Lara Thomas, Planning Director, said that the Snoqualmie Watershed Forum Interlocal Agreement (ILA) is up for renewal. Ms. Thomas gave a brief history of the Forum and reviewed what Duvall has received in grants by being a partner in the Forum. The Forum is funded by the Flood Control District which has brought more focus on flood and agriculture issues in addition to salmon restoration. Ms. Thomas said that the staff perspective on the Forum is that there is a lot of value to being a part of the Forum, not just financially, but also in the collaboration with other Valley cities. Mayor Ibershof asked for Council consensus to move this ILA forward for approval. There was Council consensus to move forward. Mayor Ibershof will have the attorney review the ILA and it will be brought to Council for approval at the next meeting if ready. b. Tree City USA Councilmember Jason Walker said that there was a presentation on becoming a Tree City USA city at a previous Council meeting. By getting this designation, it would allow Duvall to engage in funding resources that would otherwise not be available. One King County program Duvall could apply for funding for would help to fund an Urban Forestry Plan. Lara Thomas, Planning Director, said that as she was reviewing the requirements for the Tree City USA application, Duvall already meets or exceeds the majority of the requirements. Councilmember Walker said that Mountains to Sound Greenway has offered their assistance with the application process. The window to apply for the designation is at the first of the year so the work to complete the application would have to happen at the end of this year if they wanted to receive the designation in 2016. Councilmembers Walker and Nixon agreed that they would like staff to work on the application in 2015 in order to apply first of 2016. Councilmembers Gill, Thomas, and Collinwood would like this to be added to the work plan in 2016 with the application being presented in the first part of 2017. c. Interlocal Agreement - Riverview School District facility use Mayor Ibershof said that Steve Leniszewski, Public Works Director and Jodi Wycoff, Interim City Clerk met with Superintendent Dr. Anthony Smith to review the Interlocal Agreement (ILA). One item that will have to be removed is Planning Commission using one of the classrooms for their meetings. The District uses the rooms for professional development classes and cannot commit to allowing an outside entity using one of the rooms on a regular basis. Planning Commission will continue to hold their meetings on their current schedule and will use the Duvall Visitor Center at least through the rest of this year. Mayor Ibershof said this item will be brought to the June 23rd meeting for approval. If Committee of the Whole – June 9, 2015 approved, the first Council meeting on the new dates and in the new location will be on Tuesday, July 7th. d. Mid-Year Retreat Mayor Ibershof said that there is currently a mid-year retreat scheduled for June 20th but the new Finance Director and City Administrator would not be there. Mayor Ibershof is working with Whitty Services to schedule a Transition Retreat at the end of August. If Council agrees, Mayor Ibershof would like to cancel the June 20th retreat and bring the Council goals for review at an upcoming Committee of the Whole meeting. There was Council consensus to cancel the mid-year retreat and discuss the goals at a Committee of the Whole meeting. e. Good of the Order Mayor Ibershof thanked Council for their participation at Duvall Days. There was a near drowning at McCormick Park on Sunday which brought awareness to the issue of safety on the beach. Mayor Ibershof will be meeting with Police Chief Hert and Fire Chief Burke about the issue. Lastly, Mayor Ibershof said that he met with Dr. Anthony Smith, Superintendent of Riverview School District, about them assisting with applying for the COPS grant which would help pay for a full time School Resource Officer (SRO). If the grant does not come through, the District may look at increasing funding to provide for the SRO hours to go from 4 or 5 to 6 or 7 hours.
