CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES July 7, 2015 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting order at 5:30 p.m. Council present: Jason Walker, Leroy Collinwood, Amy Ockerlander, Scott Thomas, Dianne Brudnicki, Gary Gill (absent: Becky Nixon) Staff present: Lara Thomas, Boyd Benson, Jodi Wycoff, Dean Rohla Mayor Ibershof introduced everyone to Dean Rohla, Duvall’s new Finance Director. a. Watershed Plan Q & A Lara Thomas, Planning Director, handed out revised comments and revision lists for Chapters 5, 6, 7 and 8 of the Watershed Plan. Ms. Thomas explained that the City is currently out of compliance with Department of Commerce (D.O.C.) because the Watershed Plan was not adopted by June 30th but she has spoken with D.O.C. and they should be able to extend the deadline to the end of September. The draft Watershed Plan was sent to D.O.C. for their 60-day review. Ms. Thomas reviewed the revised comments and revision lists for Chapter 5, Implementing Watershed Approach for Development Standards, and answered questions from Council. Boyd Benson, City Engineer, reviewed the comments and revisions for Chapter 6, Watershed Strategies for Stormwater Management, and answered questions from Council. Ms. Thomas reviewed the comments and revisions for Chapter 7, Watershed Strategies for Sensitive Area Management, and answered questions from Council. Ms. Thomas also reviewed the comments and revisions for Chapter 8, Land Use Strategies for Urban Growth Areas. Ms. Thomas asked Council to submit any additional questions or comments to her by Friday, July 10th. Ms. Thomas explained that Duvall is officially out of compliance for the Growth Management Act (GMA) and although any grants that the City has already secured are not in jeopardy, we are not eligible to apply for any new grants that require GMA compliance until the Comprehensive Plan is adopted. Ms. Thomas said that the Planning Department plans to bring the Watershed Plan to Council for a Public Hearing in August with adoption scheduled for September. The Comprehensive Plan will be brought to Council for approval by the end of 2015.
