COMMITTEE OF THE WHOLE MINUTES
August 4, 2015 – 5:30 p.m.
Riverview Educational Service Center – 15510 – 1st Ave NE
Mayor Pro Tem Brudnicki called the meeting order at 5:31 p.m.
Council present: Jason Walker, Leroy Collinwood, Amy Ockerlander, Scott Thomas,
Dianne Brudnicki, Gary Gill, Becky Nixon
Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Jodi Wycoff
a. Big Rock Ball Field update
Steve Leniszewski, Public Works Director, gave a PowerPoint presentation showing the history of the
project funding and a concept drawing of the project. Mr. Leniszewski reviewed the budget for the
project and what the next steps are for this project. Council asked for more information regarding the
maintenance costs, overall budget, project design and alternatives to turf. This item will be brought to
the August 18th Council meeting.
b. Gateway Signs
Steve Leniszewski, Public Works Director, explained that the current signs located on the north and
south ends of the city as well as along Woodinville-Duvall Road in the valley are in need of repair and
updating. Mr. Leniszewski gave a PowerPoint presentation showing a map of the current sign
locations, a concept drawing that KPG created for new gateway signs, and a preliminary budget for the
project. The project was added to the preliminary 2016 budget. Mayor Ibershof said he would like to
know if Council is interested in moving this project forward. Council expressed their interest in the
gateway sign project as well as additional way-finding signs throughout town. Council also said they
would like to see additional design options for the gateway signs.
c. Main Street Funding update
Steve Leniszewski, Public Works Director, gave a PowerPoint presentation showing the budget which
includes grant funding already received. The budget also reflected the total cost of the budget and how
much would be needed if they used all current REET funds for this project. Dean Rohla, Finance
Director, and Matthew Morton, City Administrator, presented options for additional funding including
bank loans and bonds and explained that more research is needed on these funding options.
d. Stephens Street Overlay Funding update
Steve Leniszewski, Public Works Director, gave a PowerPoint presentation showing the estimated
costs for the project. The costs to complete the full overlay project are over the current budgeted
amount. Mr. Leniszewski asked for Council direction on moving forward with the full project or
scaling the project back. There was general Council consensus to move forward with the full project.
This item will be brought back to Council during the September 1st meeting.

e. SummerStage update
Matthew Morton, City Administrator, gave a PowerPoint presentation which showed how the
SummerStage concerts have positively impacted Duvall, specifically how they have enhanced our
economic development. Mr. Morton shared results from a survey that was taken during the 2014
SummerStage season. Mr. Morton said that the addition of the food trucks and beer/wine garden this
year has had a great response and SummerStage and other local events can build on the success.
Lastly, Mr. Morton said that SummerStage is a great example of how to bring the private and public
sectors together to create an event that is community oriented and adds value to Duvall’s economic
development.
f. Personnel Code – sick leave
Matthew Morton, City Administrator, reviewed the staff report that was included in the packet.
Currently the Duvall Municipal Code does not allow employees to use sick leave during their
probationary period. This has caused some issues of employees having to take time off unpaid. Mr.
Morton asked Council if they knew why the code was written this way and if they were open to the
idea of changing the code to allow sick leave use during probation. Council said they are open to
looking at a code change and also asked to look at the idea of having one paid time off bank instead of
splitting time between vacation and sick.
g. Insurance Carrier
This item was moved to the regular Council meeting under City Administrator report.
h. Good of the Order
There were no reports.
