CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES August 18, 2015 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting order at 5:31 p.m. Council present: Jason Walker, Leroy Collinwood, Amy Ockerlander, Gary Gill, Dianne Brudnicki, (absent: Scott Thomas, Becky Nixon) Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Lara Thomas, Jodi Wycoff, PJ Rodriguez a. IT Update PJ Rodriguez, IT Manager, gave each Councilmember their city-owned devices and said that someone from IT will contact them in the next week to assist if needed. Mr. Rodriguez then reviewed a PowerPoint presentation giving an update on IT services since the beginning of the contract with City of Snoqualmie. Mr. Rodriguez reviewed the work plan and where they are with each item. Completed items include the migration to Office 365 and the upgrade of the in-house servers. Establishing a lifecycle policy and upgrading local workstations are still in progress. One item that is still scheduled is to simplify the current network design. Mr. Rodriguez then answered questions from Council. b. Shoreline Master Program Update Lara Thomas, Planning Director, and Aaron Booy, Natural Resources Specialist, Environmental Science Associates (ESA), reviewed a PowerPoint presentation about the Shoreline Master Program (SMP) reviewing the history of the program and what makes up the program including the technical background reports. Mr. Booy reviewed key findings, shoreline environment designations, and a matrix showing the permitted uses and modifications. Mr. Booy also reviewed the natural hazards including floodway and bank erosion. Ms. Thomas reviewed slides showing current and potential future public works maintenance activities which are critical to the city including sewer, storm water, and parks and recreation infrastructure. Duvall is the first City that has included this type of information and mapping in their SMP. Mr. Booy reviewed how the SMP is integrated and consistent with existing plans and programs such as the Parks Plan and the Comprehensive Plan. Lastly, Ms. Thomas explained the timeline for adopting the Shoreline Master Program. The goal is for Council adoption in October. c. Good of the Order Mayor Will Ibershof reported that the City has paid over $8,000 in legal fees just on assistance to public records requests in the last two months. Mayor Ibershof recommended that those Councilmembers that do not already have a city-owned cell phone to get one and he will order the phones for those Councilmembers by the end of the month. Lastly, Mayor Ibershof said that the Coe Clemmons Creek culvert/SR203 project is going well and Public Works Director, Steve Leniszewski, is working to set up a tour of the project for Council.
