CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES October 6, 2015 – 5:00 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting order at 5:02 p.m. Council present: Leroy Collinwood, Amy Ockerlander, Gary Gill, Scott Thomas, Dianne Brudnicki, Becky Nixon (absent: Jason Walker) Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Lara Thomas, Jodi Wycoff a. Budget Workshop – Police Department & Public Works Department Steve Leniszewski, Public Works Director, gave a presentation highlighting the proposed 2016 budget for the Public Works Department. The presentation gave an overview of the department’s entire budget as well as detail about each fund within their budget. In addition to maintaining standard levels of service, there are a few major projects for 2016 including the Main Street South project, the turf replacement project at Big Rock Ball Fields, and the membrane bioreactor media equipment replacement and enhancements at the Wastewater Treatment Plant. Matthew Morton, City Administrator, and Mayor Will Ibershof, gave a presentation highlighting the proposed 2016 budget for the Police Department. The presentation gave an overview of the department’s entire budget as well as detail about each fund within their budget. The highest priority for 2016 is to get the officer staffing levels back up to budgeted levels. b. Good of the Order Mayor Ibershof said that Lake Washington Technical College is selling their property off of Big Rock Road. Riverview School District is interested in purchasing the property and they are talking about putting a new school on the property sometime in the future. Mayor Ibershof said that Steve Leniszewski, Public Works Director, is working with Washington State Department of Transportation and their contractor on the Coe Clemons Creek project. The sidewalk has to be completed before Duvall can order the railings that will go along the sidewalk. The manufacturing process for the railings takes approximately eight weeks so they are hoping to have it completed by the end of the year. Lastly, Mayor Ibershof asked Council to email questions about the budget to staff so that they can research the answers before the next meeting. Dean Rohla, Finance Director, said that he is putting all of the related budget documents on the One Drive for Council to access any time and asked Council to check the One Drive folder for further updates.
