COMMITTEE OF THE WHOLE MINUTES
October 20, 2015 – 5:00 p.m.

Mayor Pro Tem Brudnicki called the meeting order at 5:00 p.m.
Council present: Leroy Collinwood, Amy Ockerlander, Gary Gill, Scott Thomas,
Dianne Brudnicki, Becky Nixon, Jason Walker
Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Lara Thomas, Kass
Holdeman, Jodi Wycoff, Fire Chief David Burke
a. Budget Workshop – Finance Department, Planning Department & Cultural Commission
Dean Rohla, Finance Director; Lara Thomas, Planning Director; and Kass Holdeman, Community
Coordinator, each gave a presentation highlighting the proposed 2016 budget for their respective
departments. The presentations gave an overview of the departments’ entire budget as well as detail
about each fund within their individual budgets. Below are a few of the highlights from the
presentations.
Finance Department (includes clerk’s office):
In addition to maintaining standard levels of service, there are a few specific goals for 2016 including
the bi-annual audit for 2014-2015, soliciting banking request for proposals, and implementing
efficiencies including a contract routing form and utilizing One Drive and Share Point sites.
Planning Department:
A Sensitive Area Update, Tree Protection Standards Update, and Landscape Standards are among the
top priorities for the Planning Department. Some items that were not funded are the Parks, Trails and
Open Space Plan and the Park Element update. Council discussed the two unfunded items and
requested that staff find out how much could be anticipated if they did a levy lid lift using the Fire
District boundaries in order to discover if creating a Municipal Park District would be feasible.
Cultural Commission:
Matthew Morton, City Administrator, added that staff is proposing to increase Kass Holdeman’s
position to a full FTE (full time employee). Mr. Morton explained that there is a program called
Washington Main Street that allows cities to take advantage of B&O taxes (business & occupation)
that businesses already pay to the State. The program would allow businesses to divert a portion of the
tax directly to Duvall. The program requires that a full time employee must function as the
administrator. This work would fit well into Ms. Holdeman’s current role because the funds collected
through the Washington Main Street Program are to be used for local economic development which
she already works on through the various events produced by the Cultural Commission. Mr. Morton
will provide Council with more information about the particulars of the program.

b. Duvall Visitor Center Lease Agreement
Mayor Ibershof handed out and reviewed a memo in which he outline two options in regards to the
Visitor Center lease agreement. The options included a three-year agreement and a five-year
agreement. Council discussed the two options as well as continuing with the one-year agreement and
the option of selling the building. There was general Council consensus to discuss with the current
stakeholders a three-year agreement with an opt-out option if the need to sell the building becomes
emergent.
c. Good of the Order
Mayor Ibershof handed out an announcement for an upcoming Public Sector Economic Development
Summit for Elected Officials on December 11th and told Council to let staff know if they want to
attend.
Dean Rohla, Finance Director, said that he is looking for Council direction on investment funds that
were called early and could be reinvested. There was Council consensus to reinvest the funds.
Councilmember Leroy Collinwood asked about the draft sole source resolution and sewer GFC
ordinance that were in the packet as written reports. Steve Leniszewski, Public Works Director, stated
that both items will be brought back to the November 3rd meeting for discussion.
Councilmember Scott Thomas asked if it was possible to get the meeting packets earlier. Staff said that
they will work to rearrange the packet schedule to accommodate the request.
