COMMITTEE OF THE WHOLE MINUTES
November 3, 2015 – 5:00 p.m.
Riverview Educational Service Center – 15510 – 1st Ave NE
Mayor Pro Tem Brudnicki called the meeting order at 5:00 p.m.
Council present: Leroy Collinwood, Amy Ockerlander, Gary Gill, Scott Thomas,
Dianne Brudnicki, Becky Nixon, Jason Walker
Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Lara Thomas, Kass
Holdeman, Jodi Wycoff, Snoqualmie IT Manager PJ Rodriguez
a. Budget Workshop – Executive, Legislative, Non-Departmental & IT
Matthew Morton, City Administrator, gave a presentation highlighting the proposed 2016 budget for
the Executive, Legislative, and Non-Departmental budgets. The presentations gave an overview of the
departments’ entire budget as well as detail about each fund within their individual budgets. Below are
a few of the highlights from the presentations.
Executive:
Salaries and Wages increased to account for City Administrator; travel and training increased to
accommodate necessary upcoming trainings and Legislative Advocacy; professional services
decreased – 2015 amount included contract with Prothman to assist in hiring new City Administrator
and Finance Director, also interim City Administrator Staffing.
Legislative:
Council meeting room expenses increased to account for new RVSD room use; travel and training
increased to accommodate necessary upcoming trainings and Legislative Advocacy.
Non-Departmental:
City Attorney Fees (contracted service) were increased in order to cover increasing public disclosure
request costs.
IT:
PJ Rodriguez, Snoqualmie IT Manager, gave a presentation highlighting the proposed budget for the
IT fund. The presentation gave an overview of the departments’ entire budget as well as detail about
specific items. Mr. Rodriguez also reviewed the original goals for 2015 and the new goals of the IT
department for 2016.
b. 2016 Budget – general discussion
Council discussed the 2016 proposed budget including salaries, sales tax revenue and general
economic development. Council also discussed a salary survey and the maintenance costs of Big Rock
Ball Fields after the renovation project.
Committee of the Whole – November 3, 2015
Matthew Morton, City Administrator, gave a presentation detailing the Big Rock Ball Fields
renovation project including where the funds for the project will come from, project details, such as,
what type of material will be used for the turf fill, and a timeline for the project. Council discussed the
project and their concerns about the cost of the actual renovation project and the cost of long term
maintenance and replacement in the future. Council directed staff to bring back more information on
the potential cost recovery.
