CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES November 17, 2015 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting order at 5:30 p.m. Council present: Becky Nixon, Amy Ockerlander, Dianne Brudnicki, Scott Thomas, Leroy Collinwood, Jason Walker (absent: Gary Gill) Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Lara Thomas, Jodi Wycoff a. 2016 Budget – tentative budget review Matthew Morton, City Administrator, gave a presentation summarizing the discussions about the 2016 budget. The presentation highlighted the changes from the preliminary budget to the current tentative budget. Mr. Morton reviewed what the tentative budget does not do including: not fund every priority in the City, not further cut level of service or employees, not roll into 2017, and the budget does not identify repayment sources for the Main Street project. Mr. Morton also reviewed what the 2016 tentative budget does accomplish: it includes the replacement of one police vehicle and the old public works dump truck, designating money for the contingency fund, and makes strategic investments for future returns. Mr. Morton and Dean Rohla, Finance Director, then answered questions from Council ranging from economic development to long term park maintenance options. After Council discussion, there was consensus to move the funds allocated for designing and constructing new monument signs and earmark it for the possible costs of constructing an emergency exit at the Duvall Visitor Center. Mr. Rohla said that he will make the requested change and bring back the 2016 budget to the December 1st meeting for adoption. b. 2016 Council Retreat Mayor Pro Tem Dianne Brudnicki said that she is suspending all current committees until after the 2016 Council Retreat. Items that would normally go before a committee will go to the entire Council. This may mean extra meetings on Thursdays. The tentative date for the 2016 Retreat is Saturday, January 30th. The location is to be determined. Mayor Pro Tem Brudnicki asked Council to email ideas for topics to Matthew Morton, City Administrator, and she will work with Mr. Morton to set the agenda. c. Good of the Order Councilmember Becky Nixon asked about the amount of delinquent accounts being written off and why the new utility bill due dates didn’t reduce the amount. Dean Rohla, Finance Director, will research. Mayor Pro Tem Dianne Brudnicki asked if the cost of IT services would go down. Matthew Morton, City Administrator, said that the costs should go down as systems stabilize. Matthew Morton, City Administrator, said that RCW stipulates that Council must elect a Mayor Pro Tem at least every two years. The current Mayor Pro Tem has held the position for one year, so Committee of the Whole – November 17, 2015 election is not required this year; however, if Council is interested in nominating a new Mayor Pro Tem, they will need to do so at the December 1st meeting.
