CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES December 1, 2015 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting to order at 5:31 p.m. Council present: Becky Nixon, Amy Ockerlander, Dianne Brudnicki, Scott Thomas, Gary Gill, Jason Walker (absent: Leroy Collinwood) Staff present: Matthew Morton, Dean Rohla, Steve Leniszewski, Jodi Wycoff a. Revenue Options for maintaining level of service – MPD vs Levy Matthew Morton, City Administrator, reviewed the matrix showing the pros and cons of a Metropolitan Parks District (MPD) versus a General Levy and answered questions from Council. Some of the ideas that were discussed were doing a survey to gauge public interest, hosting open houses for the public, and having a levy oversight committee. b. Transportation Benefit District Car Tabs Ordinance Matthew Morton, City Administrator, explained that before Council can discuss the funding of the Transportation Benefit District (TBD) they need to pass an ordinance to form the TBD Board. Mr. Morton handed out and reviewed a draft of that ordinance which will name the City Council as the Board. Mr. Morton then answered questions from Council. Mr. Morton explained that the next steps include a second review of the ordinance at the December 15th meeting and then a public hearing and adoption of the ordinance in January. After the TBD Board is formed, the Board will discuss a funding ordinance. Councilmember Becky Nixon took her seat during the previous discussion item. c. Big Rock Ball Fields Design Contract Steve Leniszewski, Public Works Director, gave a presentation showing what the design phases for the Big Rock Ball Fields improvements would include. The design contract is on the regular agenda for discussion and decision. Matthew Morton, City Administrator, said that the deadline to sign the RCO grant that the City was awarded is December 26th. Staff has asked RCO if there is a possibility of getting a deadline extension or what the options are if they sign the contract and then decide not to build the improvements. Mr. Morton said that he will bring this item back to the December 15th meeting to give an update on what RCO says and ask Council to make a decision on whether to sign the contract or not.
