CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES January 19, 2016 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting to order at 5:30 p.m. Council present: Becky Nixon, Amy Ockerlander, Dianne Brudnicki, Leroy Collinwood, Gary Gill, Jason Walker, Scott Thomas Staff present: Matthew Morton, Lara Thomas, Dean Rohla, Steve Leniszewski, Jodi Wycoff a. Shoreline Master Program Udpate Lara Thomas, Planning Director, gave a presentation reviewing the Shoreline Master Program (SMP) before the Public Hearings are held on it. Ms. Thomas gave an overview of what has been done so far and reviewed the most recent comments from the Department of Ecology. The Public Hearings for the SMP are scheduled to happen in February with a goal of adopting the SMP in March. Ms. Thomas then answered questions from Council. Much of the discussion was regarding new regulations on buffers. b. MOU – Southeast Urban Growth Area Reserve Lara Thomas, Planning Director, reviewed a draft Memorandum of Understanding (MOU) for property in the Southeast Urban Growth Area Reserve that is adjacent to Big Rock Ball Fields. The draft MOU allows for the dedication of up to 3 acres of land to the City and has a “kill date” of December 31, 2017. Nate Veranth, representing the property owner, thanked the Council, Planning Commission and Staff for working on this MOU. Mr. Veranth said that when the time comes for pre-annexation of the property, if the City is not happy with anything, they have the option to walk away. Ms. Thomas said that if Council chooses to approve the MOU, the property would be pre-zoned as R4 (four lots per acre). This item will be brought back to Council at the next meeting for further discussion and possible approval. c. North Hill Subdivision Update Lara Thomas, Planning Director, explained that the preliminary plat for this subdivision expires later this year. Due to the topography, this is a tough site. The developers have been working with King County to get a permit for stormwater outfall which has been a challenge. Ms. Thomas said that the developer will request an extension on their plat. Staff is in support of a one-year extension, but the decision will be made by the Hearing Examiner. The City would need to amend the SEPA threshold and the Development Agreement to allow for the same extension. Steve Leniszewski, Public Works Director, showed Council a map of the area and explained the details of the stormwater outfall issues on the site. d. Good of the Order Mayor Pro Tem Brudnicki reminded Council that the retreat is scheduled for Saturday, January 30th at Haus Big Rock. Committee of the Whole 01-19-16 Dean Rohla, Finance Director, gave Council hard copies of the final 2016 budget. Mr. Rohla also said that tomorrow is the end of the “open period” for 2015 which is the last day that any payments can be made from the 2015 budget. Councilmember Jason Walker reported on the Farm Fish Flood Advisory Committee meeting he attended last week and thanked Lara Thomas, Planning Director, for her insight at these meetings. The Snoqualmie Watershed Forum meets tomorrow. Councilmember Walker gave an update on the status of Duvall getting our Tree City USA certificate which could happen in March. Councilmember Walker reported on the Big Rock Ball Field Design Committee meeting and tour that he and Councilmember Amy Ockerlander attended. Councilmember Walker asked Council to consider sponsoring one of the Snoqualmie Valley Senior Center dinners. The Snoqualmie Valley Community Network Heart of the Valley Gala is on February 6th. Councilmember Walker said that John Lambert, former Fire Chief, is leading an effort to create an affordable housing organization called Snoqualmie Valley Housing Solutions and would like to give a presentation at a Council meeting to introduce the program. Lastly, Councilmember Walker said that SnoValley United, a group working on Valley-wide branding, will be holding a workshop series in February and March.
