CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES June 21, 2016 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting to order at 5:31 p.m. Council present: Becky Nixon, Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood, Scott Thomas (absent: Gary Gill) Staff present: Boyd Benson, Chief Carey Hert, Dean Rohla, Jodi Wycoff a. Municipal Broadband along Main Street Mayor Ibershof, introduced Stephen Milton, CEO of GigabitNow. Mr. Milton gave a brief presentation explaining who GigabitNow is and projects they have had in the past and are currently working on. Mr. Milton said that fiber for municipal broadband is a wise choice because it can stimulate economic growth, reduce a city’s operational expenses and increase property values. Mr. Milton reviewed the successes of municipal broadband in the US and results of a study they did on the effects on St. Louis, Missouri. Mr. Milton said that there are some pitfalls to municipal broadband including the cost, getting financing can be tricky and private providers will have objections. Mr. Milton reviewed what the next steps are that Duvall could take if they want to move forward. Lastly, Mr. Milton answered questions from Council. b. Semi-Annual Development Update Boyd Benson, Interim Public Works Director, gave a presentation to review the various development projects in Duvall and where each development is in the process. The developments range from under construction to the development agreement process. Mr. Benson then reviewed a case study that Council requested of what revenue an average home brings in. The case study was based on a home valued at $550,000. Mr. Benson reviewed the one-time revenues including permit fees as well as other revenues including sales tax and property tax. c. Ordinance – International Building Code Update Boyd Benson, Interim Public Works Director, said that the last update was done in 2012. Mr. Benson reviewed the proposed updates and said that this item will be on tonight’s regular Council agenda for further discussion and possible Council action. d. TBD – Further discussion and next steps Mayor Pro Tem Brudnicki said that after speaking with some citizens about the Transportation Benefit District (TBD) and explaining the purpose, she received positive feedback. Ms. Brudnicki said that she would like to continue the discussion instead of completely dropping it. Ms. Brudnicki asked for Council feedback regarding future community outreach. Council discussed various options for community outreach including an open house. Committee of the Whole 06-21-16 e. Good of the Order Kass Holdeman, Community Coordinator, announced that the SummerStage concert series starts on Wednesday, July 13th. Ms. Holdeman also announced that the Art & Wine Walk is on September 10th. Lastly, Ms. Holdeman said that the Historical Society is not able to host the Heritage Festival this year. In place of that, the Duvall Cultural Commission will be sponsoring a Jug Band Ball and Piano Drop on the same weekend. Councilmember Becky Nixon said that there has been a citizen request asking the City to look at garbage guidelines when looking at commercial development regulations. Councilmember Jason Walker said that the nuisance code could also address garbage issues. Councilmember Amy Ockerlander said that the same citizen asked that businesses be required to supply and maintain garbage receptacles in their parking lots.
