COMMITTEE OF THE WHOLE MINUTES
August 2, 2016 – 5:30 p.m.

Acting Mayor Pro Tem Ockerlander called the meeting to order at 5:31 p.m.
Council present: Becky Nixon, Amy Ockerlander, Jason Walker, Scott Thomas, (absent: Dianne
Brudnicki, Leroy Collinwood)
Staff present: Matthew Morton, Lara Thomas, Jodi Wycoff
a. NE Burhen Way dedication
Mayor Ibershof presented long-time Duvall residents, Ray and Tove Burhen, with a miniature of the
“Ray & Tove Burhen” centennial street sign and thanked them for their contributions, both through
volunteer work and donations, to Duvall. Council thanked the Burhens and commemorated the event
with a photo.
b. Port of Seattle Economic Development Grant
Matthew Morton, City Administrator, said that he and Mayor Ibershof met with the Port of Seattle
recently to discuss their 21st Century Agenda which includes an increased effort to partner with
neighboring communities. Mr. Morton showed a presentation explaining the Port’s objectives and their
Economic Development Partnership Program. Part of the program is a per capita grant with a 50%
match which would equate to approximately $7,400 for Duvall. Mr. Morton said that he has submitted
a draft application for the grant and he has 30 days to finalize it. He asked Council for ideas that could
be included in the application. Council said that the grant funds should be split – half to go towards
Savor Snoqualmie Valley and half towards updating Duvall’s Economic Development Plan. Mayor
Ibershof said that during the meeting he also spoke about promoting tourism for the whole Snoqualmie
Valley within the airport and cruise terminals.
c. Good of the Order
Matthew Morton, City Administrator, asked Council about potential dates for the Quarterly Retreat
and asked Council to email him with suggested topics. Council agreed on August 31st as the tentative
date. Mr. Morton gave Council an update on the process for filling the vacant council seat. The initial
application deadline is August 12th. At the August 16th meeting, Mr. Morton will ask Council for
direction on whether to extend the deadline or continue with the appointment process.
Lara Thomas, Planning Director, updated Council on a meeting she recently had with Puget Sound
Regional Council regarding Duvall’s Comprehensive Plan certification. Ms. Thomas stated that we
will likely get a conditional certification so we can update the Transportation Element.
Mayor Ibershof reported that he attended the Association of Washington Cities Health Trust meeting
and retreat recently to discuss the future of health care. The health plan that Duvall currently has will

sunset in 2018 and staff is looking at what our options are after that time. Mayor Ibershof told Council
that if there are any specific topics they would like him to discuss with the Sound Cities Association
Board, to please let him know. Duvall will host the Board’s September meeting and Mayor Ibershof
asked for suggestions of topics and things to show off Duvall during the meeting.
Councilmember Becky Nixon said that she recently met with the owner of Acres of Diamonds. It is a
well-run and worthwhile non-profit in our community and Councilmember Nixon thanked the
Planning Department for assisting them with their expansion.
Councilmember Jason Walker reported on the Snoqualmie Watershed Forum Tour which was on July
20th. During the tour they looked at mid-Valley restoration projects and reviewed a river temperature
study that the Forum produced.
Council then discussed ideas for Economic Development that could take advantage of Duvall’s
surrounding areas. Ideas included bike and kayak rentals and using a “trail towns” model.
