CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES August 16, 2016 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Brudnicki called the meeting to order at 5:30 p.m. Council present: Becky Nixon, Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood (absent: Scott Thomas) Staff present: Dean Rohla, Lara Thomas, Boyd Benson, Jodi Wycoff a. Fire Department Tour Deputy Fire Chief Joel Kuhnhenn led a tour of the King County Fire District 45 Headquarters. Council stated after the tour that they would like to continue exploring the possibility of using that building as a future City facility. b. Mid-Year Report on Revenues and Expenditures for 2016 Dean Rohla, Finance Director, gave a presentation showing the year-to-date revenues and expenditures as well as projected year-end revenues and expenditures. Mr. Rohla stated that at this point, and if we continue the current trend, revenues are expected to be slightly higher than budgeted with expenditures being slightly lower. c. 2016 Q3 budget amendments Dean Rohla, Finance Director, reviewed the details of each item in the third quarter budget amendment and explained that most of the items have been discussed in previous meetings and are included in the amendment to be formally accounted for in the budget. d. Development Update Boyd Benson, Interim Public Works Director, and Lara Thomas, Planning Director, gave a presentation showing various development projects in Duvall and where each development is in the process. The developments range from under construction to initial discussions with staff for those interested in annexing or developing in Duvall. Mr. Benson then handed out and reviewed the draft Deferred Impact Fee Packet which will be used for those developers who wish to defer payment of impact fees using the new Impact Fee Deferral Program. Lastly, Mr. Benson reviewed a sample of the building permit tracking process that is currently used and how it is being modified to account for the potential deferrals. e. ILA – Emergency Management Organization Due to time constraints, this item was discussed during the regular Council meeting under New Business (AB16-52). Committee of the Whole 08-16-16 f.
