CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES September 20, 2016 – 5:00 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE a. 5:00 p.m. – 5:30 p.m. Ground Breaking Ceremony for SR203 Safety and Road Reconstruction Project Location – intersection of Main Street and Valley Street Mayor Pro Tem Brudnicki called the meeting to order at 5:30 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Veronika Williams (absent: Becky Nixon) Staff present: Matthew Morton, Lara Thomas, Boyd Benson, Jodi Wycoff b. Big Rock Ball Fields design and permitting update Boyd Benson, Interim Public Works Director, reviewed the packet documents including the spreadsheet showing the cost breakdown of the project and the potential revenue sources to pay for the project. Mr. Benson explained that the design work was completed to the permit process; however, they have stopped work at that point until after the November Election to find out if the levy passes. Mr. Benson reviewed some of the changes since the last review including additional parking, parking lot lighting, changing to LED lighting and netting for the perimeter of the fields. Mr. Benson then explained the cost differences to maintain the fields as they are now versus how much to maintain after the improvements are made as well as the potential revenue from renting out the new fields. Lastly, Mr. Benson answered questions from Council. b. Farm, Fish, Flood Presentation Councilmember Jason Walker introduced Janne Kaje, Snoqualmie Watershed Coordinator for King County. Mr. Kaje gave a presentation explaining the history of the Farm, Fish, Flood efforts which is a committee that looked at three major issues in the Snoqualmie Valley: fish recovery, the farming industry and flood risks and how these three issues affect each other. Mr. Kaje reviewed the work that the committee has done to date and key statistics and events that affected their work. Mr. Kaje reviewed some examples of the recommendations that the committee has made and what the next steps are including requesting letters or resolutions of support from the municipalities in the Snoqualmie Valley. Councilmember Jason Walker reviewed a summary of his experience being on the Farm, Fish, Flood Committee and said that it was a collaborative effort and helped all those involved understand the other’s needs. Lara Thomas, Planning Director, handed out and reviewed a proposed resolution of support. The resolution will be brought back to the next Council meeting for further review.
