COMMITTEE OF THE WHOLE MINUTES
November 15, 2016 – 5:30 p.m.

Mayor Pro Tem Brudnicki called the meeting to order at 5:32 p.m.
Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood, Scott
Thomas, Veronika Williams, Becky Nixon
Staff present: Matthew Morton, Dean Rohla, Lara Thomas, Boyd Benson, Jodi Wycoff, PJ

a. Good of the Order
Mayor Pro Tem Brudnicki asked that an item be added to the agenda for the IT Department to discuss
options for purchasing a core switch.
Councilmember Jason Walker handed out a draft Letter of Agreement for Savor Snoqualmie Valley
that he would like Council to review and bring back to a future meeting for further discussion.
Councilmember Walker also passed around the Savor Snoqualmie Valley brand guide.
Dean Rohla, Finance Director, said that the 2014-2015 audit should begin soon and asked for a
volunteer from Council to sit in a meeting with the auditor on November 28th. Councilmember Nixon
volunteered and will attend the meeting.
Mayor Pro Tem Brudnicki said that she would like to add an item to a future Committee of the Whole
meeting to discuss requests for information from Council to staff. After Council discussion, there was
consensus that Council would like staff to track the amount of time spent on responding to requests
from Council and bring the data back to a future meeting for further discussion.
b. IT Department – Core Switch Purchase Options
PJ Rodriguez, IT Manager, handed out and reviewed a memo regarding options for acquiring a new
core switch for the city including lease and purchase. Council discussed the options and asked staff to
bring back financing options for purchasing the switch.
c. R20 Implementation Update
Lara Thomas, Planning Director, gave a presentation regarding the first code amendment to
incorporate R20 zoning. Ms. Thomas said that the Planning Commission has reviewed the draft
ordinance. Ms. Thomas reviewed the draft changes to Duvall Municipal Code Title 14.
d. Development Update
Boyd Benson, Interim Public Works Director and Lara Thomas, Planning Director, gave a presentation
showing various development projects in Duvall and where each development is in the process. The
developments range from under construction to initial discussions with staff for those interested in
annexing or developing in Duvall.

e. Future Budget – 2018 and beyond
Due to time constraints, this item was not discussed.
f. Future Agenda Items
Jodi Wycoff, City Clerk, handed out a copy of the 2016 quarterly agenda and future agenda items list.
Due to time constraints, this item was not discussed.
Adjournment
The Committee of the Whole adjourned at 6:58 p.m.
