COMMITTEE OF THE WHOLE MINUTES
December 6, 2016 – 5:30 p.m.

Mayor Pro Tem Brudnicki called the meeting to order at 5:30 p.m.

a. Good of the Order
Councilmember Jason Walker asked that Council agendas and packets are noticed on social media.
Mayor Will Ibershof asked Council to consider moving certain items under New Business and
Unfinished Business to the Consent Agenda on the regular meeting agenda.
Mayor Pro Tem Brudnicki reminded everyone that there are only two Council meetings until the
January 21st retreat.
b. Winter Weather Preparedness Presentation
Boyd Benson, Interim Public Works Director, along with Mike Fisher, Public Works Superintendent,
and Joe Chriest, Public Works Supervisor, gave a presentation showing predictions from national
sources, the equipment used during winter weather and the snow route map. Mr. Benson explained that
the routes listed on the map are the priority-one routes and during a significant snowfall, they are the
routes that get the most attention. As time and manpower allows, the crew will plow other roads in
priority order. Mr. Chriest explained the nuances of when they can and cannot apply the de-icer and
what citizens can do to help during inclement weather. Mr. Benson then briefly reviewed the City’s
flood preparedness plans.
c. Debt Issuance
Dean Rohla, Finance Director, said that there is a resolution on the Council meeting agenda that, if
approved, will allow Finance to issue temporary interfund loans for the Main Street Project until
permanent debt issuance is achieved. Mr. Rohla said that a Request for Proposals should go out soon
for the overall debt issuance and it will take approximately six to eight weeks for the entire process.
d. North UGA Update
Mayor Ibershof summarized the history of the North Urban Growth Area (NUGA) annexation. Mayor
Ibershof explained that after speaking with a few councilmembers, Quadrant, the developer working
with the property owners of the area, was prepared to pull out of the project but decided to wait until
they heard back from all councilmembers on whether they were willing to continue to move forward
with the annexation process or not.

Lara Thomas, Planning Director, gave a brief presentation regarding the history of the annexation and
showing a map of the NUGA.
Council discussed the possible risks and rewards of moving forward with the annexation right now.
Some of their concerns included the Comprehensive Plan certification, the need to update policies and
code to align with the Comprehensive Plan Update, and the workload that the Planning Department
already has and how adding an annexation would impact the department. There was general Council
consensus to continue working on the 50% annexation resolution with amendments to outline specifics
about what needs to be accomplished before the annexation including certain code and policy updates.
Discussion on this item will continue during the regular Council meeting.
