CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES January 17, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Amy Ockerlander called the meeting to order at 5:31 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood, Becky Nixon (absent: Veronika Williams, Scott Thomas) Staff present: Matthew Morton, Lara Thomas, Dean Rohla, Boyd Benson, Police Chief Carey Hert, Officer Steve Sabourin, Officer Brandon Rhodes, Sergeant Kevin Hawley, Jodi Wycoff, Larissa Grundell a. Third Monthly Meeting Topics Mayor Pro Tem Ockerlander said that staff has asked for an occasional third monthly meeting to focus on specific topics and issues and asked Council if they had any topics they want to add to the list of possible agenda items. Councilmember Becky Nixon said she would like to discuss lighting within the development standards. Councilmember Leroy Collinwood said that there may be topics discussed during the retreat that will need further discussion. Matthew Morton, City Administrator, said that the third meetings will generally be staff driven based on the need to have a more focused discussion on certain items. b. Crosswalk Safety Presentation Police Officer Brandon Rhodes gave a presentation about a Crosswalk Safety campaign that the department will begin soon. The focus of the campaign will be along Main Street between Stella Street and Stewart Street. Officer Rhodes explained that the aim is to increase driver awareness as well as pedestrian safety. The campaign will include plainclothes officers as well as patrol officers. Boyd Benson, Interim Public Works Director, reviewed options for possible signage at the unmarked crosswalks along Main Street. Mr. Benson explained that because Main Street is operated by Washington State Department of Transportation, they have to approve any and all modifications to the road including sidewalks. Officer Rhodes said that he will bring back the data results at the conclusion of the campaign. c. Distracted Driving Presentation Police Officer Steve Sabourin gave a presentation about a Distracted Driving campaign that the department will begin soon. The purpose of the campaign is to educate students and community members of the dangers of distracted driving. The slogan for the campaign is “If you text, you may be next…hang up and drive!”. Officer Sabourin said that this will be a three-week campaign and will focus on education, explanation and enforcement. Officer Sabourin said that he will bring back data results at the conclusion of the campaign. d. Good of the Order Committee of the Whole 01-17-17 Councilmember Becky Nixon reviewed upcoming regional meetings including the Snoqualmie Valley Governments Association meeting and the Duvall Chamber of Commerce meeting. Councilmember Jason Walker reminded everyone about the upcoming Snoqualmie Valley Governments Association meeting on Wednesday, January 25th. The meeting will also be the official kick off of the Savor Snoqualmie Valley branding efforts. Councilmember Walker also reminded Council the Sno Valley Community Network will host their annual Heart of the Valley Gala on February 11th. Boyd Benson, Interim Public Works Director, introduced Larissa Grundell, the City’s new Assistant City Engineer/Utility Inspector. e. Kevin Hawley Retirement Celebration Mayor Ibershof read Police Chief Carey Hert’s speech about Sergeant Kevin Hawley’s 28 years of service to the Duvall community. Council also thanked Sergeant Hawley for his dedication to this community. Sergeant Mike DeBock presented Sergeant Hawley with a gift of appreciation from the Police Department. Sergeant Hawley thanked everyone for all of their support through the years and reflected on how much Duvall has changed since he began his career here 28 years ago. Mayor Pro Tem Ockerlander adjourned the meeting for a reception in honor of Sergeant Kevin Hawley’s retirement.
