CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES March 21, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Amy Ockerlander called the meeting to order at 5:31 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Leroy Collinwood, Scott Thomas, Becky Nixon Staff present: Matthew Morton, Lara Thomas, Boyd Benson, Dean Rohla, Stephanie Goodwin a. Good of the Order Councilmember Collinwood asked about the sewer connection at the Big Rock Ballfield. Mayor Ibershof said there is sewer at the property line. Councilmember Walker asked about the Friendship City emails and correspondence that has been received. Mayor Ibershof stated that we’ve had no connection to them in over six years. b. 2016 Q4 Financial Report Dean Rohla, Finance Director, stated that the Leasehold Tax audit will take place on March 22, 2017 and the Federal audit sometime in mid-July. Mr. Rohla showed Council the updated Finance page on the City’s website. Mr. Rohla then answered questions from Council. Council discussed items that they would like to have added to the Budget Workshop. c. 2017 Q1 Budget Amendment Dean Rohla, Finance Director, answered questions from Council. Mr. Rohla asked for direction from Council on funding Capital Projects from REET 1, REET 2, and Street Impact Fees. Mayor Ibershof also answered questions from Council regarding public records requests. This item to be discussed further during the regular City Council meeting. d. Big Rock Annexation Lara Thomas, Planning Director, answered questions from Council. Council consensus was to extend the Public Hearing to the April 4, 2017 meeting.
