CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 2, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Amy Ockerlander called the meeting to order at 5:30 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Scott Thomas, Becky Nixon, Michelle Hogg Staff present: Matthew Morton, Lara Thomas, Boyd Benson, Troy Davis, Carey Hert, Jodi Wycoff a. Good of the Order There were no items for Good of the Order. b. Crosswalk Emphasis Carey Hert, Police Chief, introduced Sergeant Michael DeBock, Officer Brandon Rhodes and Reserve Officer Bob Reife. Officer Rhodes gave a presentation showing results of the Crosswalk Emphasis Program they have been working on the past few months as well as a video they created for social media to emphasize pedestrian safety. Officer Rhodes also reviewed overall traffic statistics for 2015 to current. Chief Hert said the Police Department is also running a Distracted Driving Campaign right now and will bring back results in the next month. c. Duvall Urban Village Development Agreement Amendment Matthew Morton, City Administrator, gave a brief overview of the topics of the amendment and introduced Charles Hare from Toll Brothers, the developer of the Duvall Urban Village development. Mr. Hare gave a presentation explaining the purpose of the amendment which is to move all commercial development to the south side of Big Rock Road. The current plan calls for commercial on both sides of Big Rock Road. This amendment would also remove the work/live component of the development. Mr. Hare showed site maps of the current commercial area and the proposed commercial area and answered questions from Council regarding deed restrictions and timing of this amendment. Mr. Morton said that depending on the Planning Commission schedule, this amendment could come back for Public Hearing and decision either May 16th or June 6th.
