CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES May 16, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Acting Mayor Pro Tem Dianne Brudnicki called the meeting to order at 5:34 p.m. Council present: Jason Walker, Dianne Brudnicki, Scott Thomas, Becky Nixon, Michelle Hogg, Amy Ockerlander Staff present: Matthew Morton, Lara Thomas, Boyd Benson, Jodi Wycoff a. Good of the Order Councilmember Jason Walker asked when the park impact fees that were recently passed were in effect. Boyd Benson, Public Works Director, said that they were in effect five days after the ordinance was passed, which was approximately April 27th. b. Sensitive Area and Tree Protection Policy Updates Lara Thomas, Planning Director, reviewed what the technical committee has recently been working on. Ms. Thomas handed out and reviewed a draft of the habitat corridor rating form. Ms. Thomas explained that critical areas are the priority; tree protection is the next priority and landscaping standards will supplement these policies. Councilmember Brudnicki, who serves on the committee, said that this is a complex process to balance the needs of development and tree/wildlife retention. Ms. Thomas then answered questions from Council. c. Walden at Big Rock Park Concept Lara Thomas, Planning Director, introduced Charles Hare with Toll Brothers. Mr. Hare gave a presentation which reviewed the park plan approval process and showed two concepts that were introduced during the community meetings. Mr. Hare explained what the next steps are in the process and answered questions from Council. Mr. Hare asked for Council feedback regarding their priority elements for the park and/or a budget to start working with. There was Council consensus to begin working with a budget of $1.5 million. Mayor Pro Tem Ockerlander arrived and resumed Mayor Pro Tem duties. d. Downtown ADA Ramp Retrofit Project Boyd Benson, Public Works Director, showed a map of the ADA ramps that have already been completed and the proposed ramps to be completed with the $200,000 in grant funds they are applying for through the 2018 King County Community Development Block Grant (CDBG). Committee of the Whole 05-16-17 e. Public Records Staffing Resources Allocation Policy Matthew Morton, City Administrator, explained that although the current Public Records Policy allows for administrative amendments, this Staffing Resources Allocation Policy will be a stand-alone supplemental policy. Mr. Morton answered questions from Council and said this item will be brought back to the next meeting for further review.
