CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES June 6, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Acting Mayor Pro Tem Dianne Brudnicki called the meeting to order at 5:30 p.m. Council present: Jason Walker, Dianne Brudnicki, Becky Nixon, Michelle Hogg, Amy Ockerlander, Matthew Eyer Staff present: Lara Thomas, Boyd Benson, Shaun Tozer, Lindsey Vaughn, Jodi Wycoff a. Good of the Order Councilmember Becky Nixon thanked Lara Thomas, Planning Director, for all of her hard work on the Shoreline Master Program (SMP) Update. The SMP received its final approval from Washington State Department of Ecology (DOE). This is the first time on this side of the State that DOE has approved an SMP after first review. Councilmember Jason Walker also thanked Ms. Thomas for her work on the SMP Update. Councilmember Walker also asked that Council review and discuss their Social Media Policy and asked when the next Council retreat will be. Council agreed that they would like to have a retreat in August. b. Snoqualmie Valley Earthquake Drill report Boyd Benson, Public Works Director, gave a presentation on the upcoming Snoqualmie Valley Earthquake Drill which will simulate a 7.0 earthquake along the South Whidbey Fault. Mr. Benson said that the objective of the drill is to strengthen inter-jurisdictional coordination and communication. Mr. Benson said that the group conducted a tabletop drill on May 25th. Lastly, Mr. Benson gave a brief update on the February snow event which was declared an emergency. City staff is going to report expenses which could be reimbursed. c. Main Street Project – mid-way report Shaun Tozer, Project Manager, gave a presentation on the Main Street Project which focused on the budget. The budget is broken into four schedules: A-roadway improvements; B-water system improvements; C-sewer improvements; and D-aerial utility conversion. Mr. Tozer reviewed the budget within each schedule and the overall estimated cost to complete the construction. Mr. Tozer reported that it appears they may have savings in the project which could allow Council to add additional options/features to the project. Mr. Tozer will bring details about the additional options to the next meeting for further discussion. Mayor Pro Tem Ockerlander arrived and resumed Mayor Pro Tem duties. Committee of the Whole 06-06-17 d. Alternative Service Demonstration Project Agreement Between King County Metro and the City of Duvall - Amendment Lara Thomas, Planning Director, said that the previous Administrative Assistant recently moved and left her position. That person managed the Metro Community Van program for Duvall. During the transition, Metro has taken over the management of the program until they firm up arrangements with a non-profit in the community to take over. Ms. Thomas explained that this amendment removes most of the Community Van Program management except promotional work. This item will be brought back to the next meeting for further discussion and possible action. e. Town Hall Meeting – follow up report Boyd Benson, Public Works Director, gave a presentation showing the results of the Transportation Town Hall meeting. There were approximately 65 participants and 28 live poll respondents. Mr. Benson reviewed the questions that were asked during the Q & A session with City, County and State representatives. Lastly, Mr. Benson said that the poll questions are still online for those that would like to participate.
