CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES October 10, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Ockerlander called the meeting to order at 5:33 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Matthew Eyer, Scott Thomas, Michell Hogg, Becky Nixon Staff present: Matthew Morton, Lindsey Vaughn, Lara Thomas, PJ Rodriguez, Jodi Wycoff a. Good of the Order There were no items for Good of the Order. b. 2018 Budget – department presentations: IT Department The City of Duvall contracts with City of Snoqualmie for IT Services. Below is the report from Snoqualmie IT Manager, PJ Rodriguez. PJ Rodriguez, IT Manager, gave a presentation on the proposed 2018 IT Department budget including department goals and accomplishments for 2017 as well as their 2018 work plan. The overall budget for the IT Department has increased by 21% which represents increases in service, maintenance & operations as well as the addition of the Equipment Replacement Reserve fund. These funds will be used for future equipment replacement needs. Mr. Rodriguez also reviewed and answered questions about projects that need to be completed but are not funded in 2018 including upgrading the cable plant at City Hall and upgrading the City’s phone system. Planning Department Lara Thomas, Planning Director, gave a presentation on the proposed 2018 Planning Department budget. The overall Planning budget is slightly higher than the 2017 budget. Salaries and benefits increased to reflect the part-time Administrative Assistant position being restored to 0.5 FTE (full time equivalent). This position is part of a new 1.0 FTE that will be a shared resource at City Hall. Supplies increased to reflect the purchase of electronic devices for Planning Commission in order to move away from paper packets. Ms. Thomas reviewed new programing including the first of two-year updates to the Parks, Trails and Open Space Plan and the Shoreline Master Program. There is one carryover from the 2017 budget to complete the Tree Protection Policy update that started this year. Ms. Thomas also reviewed the Sensitive Areas Mitigation Fund and explained that this fund was originally created to accept money from developers for mitigation projects. Ms. Thomas explained that the City does not have the resources to complete mitigation projects and said she will come back to Council at a future meeting to request that the City transfer these funds to the Snohomish Basin Mitigation Bank. Ms. Thomas then reviewed items that were not funded including the Design Guidelines and Landscape Standards and answered questions from Council. Committee of the Whole 10-10-17 Cultural Commission: Matthew Morton, City Administrator, presented the proposed 2018 Cultural Commission (DCC) budget which is consistent with the 2017 budget. Funds requested to put toward the purchase of a new stage are being requested from REET (real estate excise tax) but were reflected in the overall DCC budget presentation. Mr. Morton explained that 2017 was a transition year for DCC and they have recently updated their mission and are proposing to free up resources and capital to fund new ideas and create new programs. Mr. Morton reviewed the considerations made for this budget including new administrative staffing, more sponsors for SummerStage and purchasing a new City stage. Mr. Morton explained that the proposed budget reduced the funding level for SummerStage with the understanding that grants and sponsorships will help fund the event. Except for a few continuing support and mandated expenses, the other DCC programs were combined into one budget line to allow the DCC the flexibility to create new programs for the community. Mr. Morton then answered questions from Council regarding funding for the stage and administrative support.
