COMMITTEE OF THE WHOLE MINUTES
December 5, 2017 – 5:30 p.m.

Mayor Pro Tem Ockerlander called the meeting to order at 5:31 p.m.
Council present: Amy Ockerlander, Jason Walker, Matthew Eyer, Scott Thomas, Michell Hogg,
Becky Nixon, Dianne Brudnicki
Staff present: Matthew Morton, Carey Hert, Lindsey Vaughn, Boyd Benson, Lara Thomas,
Larissa Grundell, Jodi Wycoff
a. Good of the Order
There were no items for Good of the Order.
b. Surface and Stormwater Plan
Boyd Benson, Public Works Director, and Larissa Grundell, Assistant City Engineer, gave a
presentation reviewing the updates to the Surface and Stormwater Plan since the last presentation.
c. Scheduled Items
1. Mayor:
Mayor Ibershof reported on the North End Mayors meeting he recently attended. Mayor Ibershof also
reported that he has been working with staff to set up meetings between the Mayor Elect and newly
elected Councilmembers.
2. Council:
Councilmember Jason Walker said that there is a sales tax option to fund the Transportation Benefit
District and he would like to compare the potential revenue between a sales tax option and a car tab
option.
Mayor Pro Tem Amy Ockerlander reported on local and regional meetings and events she has recently
attended including the Sound Cities Association (SCA) annual meeting, Light Up Duvall event, SCA
Public Issues Committee and North End Mayors meeting. Mayor Pro Tem Ockerlander also said that
she attended a meeting with Acres of Diamonds and is working with staff on the upcoming transition
in leadership. Lastly, Mayor Pro Tem Ockerlander said that oaths of office for Mayor and Council will
take place on January 2, 2018 during the Committee of the Whole meeting.
3. City Administrator
Retreats – Matthew Morton, City Administrator, said that the tentative dates for the 2018
Council retreat are January 26th and 27th.

Mr. Morton also reminded everyone that the Farewell Party for Mayor Ibershof is on December 12th at
6:00 p.m. in the Duvall Visitor Center.
4. Main Street Project Update
Boyd Benson, Public Works Director, gave an update on current work on the project including
channelization painting and landscaping. Mr. Benson said the railings are still in fabrication at this
time.
5. Big Rock Ballfields Renovation Project Update
Boyd Benson, Public Works Director, gave an update on current work on the project including
additional concrete work. Mr. Benson said the contractor has partially de-mobilized and staff continues
to work with user groups on field use.
