CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES January 16, 2018 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Eyer called the meeting to order at 5:32 p.m. Council present: Dianne Brudnicki, Matthew Eyer, Amy McHenry, Becky Nixon, Michelle Hogg, Jennifer Knaplund, Jason Walker Staff present: Matthew Morton, Lara Thomas, Lindsey Vaughn, Boyd Benson, Larissa Grundell, Jodi Wycoff, Michael DeBock I. Good of the Order Councilmember Walker asked about the ad-hoc committee to discuss school impact fees. Mayor Ockerlander said that an email will be sent soon. Mayor Pro Tem Eyer thanked fellow Councilmembers for their confidence by electing him as their Pro Tem. II. Items 1. Stormwater System Plan Capital Improvement Program project list and fees Boyd Benson, Public Works Director, and Larissa Grundell, Assistant City Engineer, gave a presentation to review updates to Chapter 6 of the Stormwater System Plan since their last presentation. Mr. Benson handed out and reviewed the Stormwater System Capital Improvement Program Project List. Mr. Benson and Ms. Grundell reviewed recommendations for consideration related to the General Facilities Charge and Storm Drainage Acreage Charge. 2. Winter Weather Preparedness Boyd Benson, Public Works Director, gave a presentation regarding winter weather in general and Duvall’s specific preparedness measures including deicing, sand/salt application, and snow routes. Mr. Benson reviewed the current equipment and supplies the City has to respond to ice and snow events and reviewed the City’s response to the most recent snow event. Lieutenant Michael DeBock reviewed the Police Department’s preparation and response to the recent snow event. Lastly, Mr. Benson reviewed the City’s flood preparedness and 2018 emergency preparedness drill schedule. 3. Development Moratorium Update Lara Thomas, Planning Director, handed out and reviewed a graph of the timeline for the Development Moratorium which is scheduled to expire February 22, 2018. Good of the Order (continued) Councilmember Nixon said that she would like to look at the possibility of designating the Duvall Mobile Home Park as affordable housing when the policy is developed. Councilmember Nixon also asked if there are any plans for a dog park in Duvall. Mr. Benson said that they are working with an Eagle Scout on a potential dog park project. Matthew Morton, City Administrator, said that there is possible funding available to assist with the project and more information will be coming to a future meeting. Councilmember Walker discussed the Council procedures related to ad-hoc committees. IV. Council Reports Councilmember Nixon said that the Senior Center steak dinner and cake auction is on March 24th and invited everyone to attend. Councilmember Walker reported on recent and upcoming regional meetings. V. City Administrator report Matthew Morton, City Administrator, said that they received one response to the Economic Development Request for Proposals and he will bring this item to a future meeting for Council consideration. Mr. Morton said that he will bring additional information regarding the WRECK Center appraisal to a future meeting and said that he has been in contact with Duvall Co-op Preschool and Riverview School District regarding the appraisal as they have both expressed interest in purchasing the property. Mr. Morton reminded Council that there is a special Council meeting on January 30th at 7:00pm at the Riverview Educational Service Center. The focus of the special meeting is to hold public hearings for the Tree Protection Policy and R20 Code Amendments. Lastly, Mr. Morton reviewed the tentative agenda for the Council Retreat on January 27th at the Duvall Visitor Center and the Council Social on January 26th.
